Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Department

The IT Change Department is crucial for ensuring the successful delivery of all IT change initiatives, whether using agile or waterfall methodologies. It is supported by a robust IT Change Management Office (CMO), which oversees the entire process to ensure efficiency and effectiveness. Key responsibilities of the IT change department:

The Job

  • Solution & Domain Architecture
    • Develop and maintain detailed solutions and domain-level architecture aligned with the target architecture defined by the IT Solution Architect Lead
    • Translate HR policy intent and business requirements into system behaviours, business rules, data structures, and integration patterns
    • Ensure complex rostering, attendance, payroll-related logic, and exception scenarios are correctly reflected in solution design
  • Requirement Harmonisation & Standardisation
    • Analyse and harmonise business requirements across different departments, identifying common patterns and opportunities for standardisation
    • Work with HR and business stakeholders to align operational needs into unified enterprise-level requirements, balancing standardisation with necessary exceptions
    • Promote consistent business processes and minimise fragmentation across departments
  • Design Review & Control
    • Review and challenge SI solution designs, configurations, and assumptions
    • Identify design gaps, inconsistencies, and risks; recommend resolution options
    • Evaluate and challenge requests for customisation to ensure alignment with long-term architecture and maintainability
  • Customisation Control
    • Advocate a “configuration before customisation” approach, prioritising the use of standard system capabilities
    • Ensure any customisation is:
      • Clearly justified
      • Properly documented
      • Reviewed for long-term support impact
      • Escalated to the IT Solution Architect Lead for approval
  • Delivery Support
    • Support SIT and UAT by clarifying intended system behaviour and resolving design-related issues
    • Ensure design artefacts are complete and ready for IT PDLC checkpoints
    • Provide ongoing design clarification during build and stabilisation phases

About You

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related discipline
  • 10+ years of work experience in IT projects implementation, with at least 5 years in leading teams of developers and external vendors to deliver mid-to large-scale enterprise solutions
  • Proven experience in solution architecture or senior system design roles in enterprise environments
  • Demonstrated experience in implementing or supporting enterprise solutions, preferably including:
    • HR / HCM systems (e.g. UKG, SuccessFactors, GaiaWorks)
    • Workforce management (rostering, attendance, payroll-integrated systems)
    • Large-scale SaaS or packaged enterprise platforms
  • Strong understanding of end-to-end system implementation lifecycle (requirements → design → build → test → deployment).
  • Proven ability to harmonise and standardise requirements across multiple departments or business units.
  • Strong understanding of enterprise design principles, including:
    • Standardisation vs customisation trade-offs
    • Maintainability and upgrade impact
  • Experience working with System Integrators/vendors, including reviewing and challenging designs
  • Good understanding of integration patterns, data flows, and system dependencies
  • Familiarity with PDLC / SDLC governance frameworks is an advantage
  • Strong analytical, problem-solving, and stakeholder communication skills
  • Excellent in writing, presentation and communication skills
  • Proficiency in both spoken and written English, Cantonese and Putonghua
