RINA is currently recruiting for a Safety Expert to join its office in Cairo.
We are seeking an experienced Railway Safety Expert / Safety Manager to support safety assurance activities for high‑speed railway projects.
The candidate will be responsible for managing the complete EN 50126‑based safety lifecycle at subsystem level, ensuring the safe, compliant, and timely authorization for placing into service.
The role requires strong technical expertise, autonomy in managing safety processes, and the ability to coordinate interfaces across multidisciplinary engineering teams, the system integrator, other subsystems, the final client, and the Independent Safety Assessor (ISA).
Key Accountabilities
Safety Lifecycle Management (EN 50126 / EN 50129 / EN 50716)
Lead safety activities for the assigned subsystem across all lifecycle phases, from Concept to Validation.
Develop and maintain safety plans, subsystem Safety Case, compliance matrices, and safety evidence.
Ensure alignment with EN 50126‑1/‑2 (RAMS), EN 50129 (Safety Case), EN 50716 (software, where applicable), CSM-RA and project‑specific standards.
Manage safety requirements, including capture, allocation, verification, and validation across subsystem functions.
Guarantee the completeness and consistency of the safety argumentation supporting authorization to operate.
Hazard Analysis & Risk Assessment
Lead and perform hazard identification and risk analyses (HAZID, HAZOP, FMEA, FTA) at subsystem level.
Maintain the Subsystem Hazard Log in line with project and integrator requirements.
Ensure hazards are addressed and mitigated to ALARP, gathering evidence from design, construction, and testing teams.
Coordinate with the System Integrator for correct classification and integration of subsystem hazards.
Interface Management (Internal & External)
Work closely with design, construction, RAM, quality, and testing & commissioning teams to ensure safety requirements are implemented and verified.
Coordinate safety inputs and outputs with the System Integrator, ensuring coherent safety interfaces across all subsystems.
Collaborate with other subsystem contractors to address interface hazards and shared responsibilities.
Act as a key safety contact with the final client, authorities, and Independent Safety Assessor (ISA).
Safety Assurance During Design, Construction & Testing
Review and approve subsystem design deliverables, technical documentation, and test procedures from a safety standpoint.
Monitor safety‑related implementation on site (when needed), ensuring design intent is preserved.
Support Test & Commissioning teams to ensure safety‑related tests, validations, and verifications are properly executed and recorded.
Provide safety readiness inputs for key milestones, including subsystem integration, system integration, trial running, and authorization to operate.
Documentation & Authorization for Placing Into Service
Consolidate all required evidence for subsystem acceptance and safety certification.
Ensure continuous alignment with project‑specific authorization frameworks (e.g., national railway authorities).
Prepare and defend safety submissions in front of assessor, client, and authorities.
Leadership & Training
Provide technical leadership to engineering teams on safety process.
Mentor junior engineers and promote a proactive safety culture.
Deliver safety awareness briefings and training for design and site teams.
Education
Qualifications
Minimum Requirements
Master’s degree in Engineering (Civil, Electrical, Mechanical, Systems, or related).
Chartered Engineer (CEng) or equivalent professional certification desirable.
At least 5 years of experience in railway safety engineering, RAMS, or safety assurance roles.
Proven experience with EN 50126 / EN 50129 lifecycle and Safety Case development.
Experience working with system integrators, multidisciplinary teams, and external assessors.
Solid understanding of high‑speed or complex railway systems (signaling, telecom, power, rolling stock, civil interfaces).
Ability to work autonomously and manage safety processes without supervision.
Preferred Assets
Experience in design & build contracts or major international infrastructure projects.
Knowledge of EN 50716 (software), IEC 61508, and CSM RA desirable.
Experience in Europe or Middle East railway projects is a plus.
Fluent English; Arabic is an asset.
