Responsible for leading the development and publication of the Company’s Integrated System Plan (ISP) in accordance with WUTC rules, supporting successful electric and natural gas resource acquisitions. Leads a team of highly qualified analysts and project managers to identify, analyze, and communicate policy, regulatory, and market uncertainties that may affect the Company’s long-term resource portfolio strategy.
Maintains a high degree of credibility with key internal and external stakeholders—including senior company leadership, regulators, and media—through clear and effective communication of ISP results.
Provides oversight and hands-on support for the development of ISP deliverables, including writing, editing, and reviewing the final ISP document to ensure technical accuracy, regulatory compliance, clarity, and consistency across chapters and analyses. Coordinates contributions from subject matter experts and ensures the final document clearly communicates complex analytical results to both technical and non-technical audiences.
Brings strong project management and organizational skills to ensure delivery of a complex, cross-functional plan in an evolving scope environment. Supports the project management team in coordinating daily activities and ensures timely documentation of workpapers and materials across ISP teams. Identifies analytical discrepancies, risks, and gaps, escalating issues as needed and driving timely decisions to keep the work moving forward while maintaining analytical rigor and quality.
Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

- Manages a group of highly qualified analysts and project managers to produce the Company’s Integrated System Plan.
- Leads group of Project Managers that support and drives the analytical deadlines, preferred portfolio development and documentation of the ISP
- Leads development of analytical frameworks to perform gas resource analyses.
- Communicates ISP content and progress with WUTC staff, internal and external stakeholders, and PSE senior management.
- Leads efforts to ensure key policy issues and market uncertainties are identified and addressed in the Company’s electric and gas resource planning processes.
- Ensures collaboration and consensus for ISP issues and analytical methods with individuals across PSE.
- Works closely with Resource Acquisitions, Energy Efficiency, Electric and Gas Operations, Energy Supply, Planning, Regulatory, and Risk Management to ensure consistency as appropriate.
- Prepares and manages departmental and programmatic budgets to achieve corporate goals.
- Functions as PSE’s subject matter expert in regional or national forums. Uses regional energy forums, including PNUCC, the NWGA, and the Northwest Power and Conservation Council, to advance policies that will facilitate regulatory cost recovery of PSE's resource decisions.
- Supports Regulatory Affairs regarding resource planning matters.
- Formulates and conducts presentations to PSE Executives and Industry.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in mathematics, engineering, finance, economics, business administration or other related field.
- 10 years experience in energy related industry including experience performing of complex policy and technical analysis.
- Strong analytical skills to effectively and efficiently analyze a wide array of resource planning issues.
- Demonstrated experience and ability to lead and influence cross-functional teams and stakeholders.
- Excellent interpersonal skills and ability to develop and cultivate strong working relationships with contractual counterparties, regulators and other industry participants.
- Excellent verbal and written communication skills.
- Strong organizational skills to manage complex projects.
- Proficient with suite of word processing, presentation and spreadsheet applications.
Desired Qualifications
- Ph.D. or Master’s Degree in Business, Economics, Engineering, Finance, Math, or related field.
- Experience using long-term resource modeling software such as Aurora, Sendout, or similar models.
- Proficient with presentation software applications and excellent presentation skills are highly desirable.
