Job Description
COORDINATOR OF ENROLLMENT AND RESIDENCY
Primary Function
Responsible for the direction and operation of all programs related to student enrollment, non-resident or out-of-zone applications and tuition, and foreign exchange students.
Minimum Qualifications
- Bachelor's degree in teaching or related field; completion of a supervised practicum or field experience in an educational agency through an approved program or a minimum of 3 years teaching experience in a K-12 setting or a minimum of one year of successful full-time experience as a school social worker; or any equivalent combination of education and experience which provides the required knowledge, skills and abilities
- Administrative license or master's degree in a related field mentioned above, preferred
Knowledge, Skills and Abilities
- Considerable knowledge of enrollment state and federal laws and regulations.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with students, parents, teachers, principals, school personnel, community contacts, and the public.
- Ability to assemble, organize, and analyze complex data; ability to work independently on responsible and complicated assignments; ability to quickly learn procedures used to report information and maintain records.
- Ability to organize multiple tasks and develop procedures designed to comply with generally accepted practices and state and federal law to improve operations.
- Ability to travel to more than one location in the course of the day and make home visits or conduct residency investigations on a flexible schedule when necessary.
Performance Responsibilities
- Assist schools with early enrollment processes and collaborates with the Division Records Manager and Coordinator of Attendance and Enrollment to provide trainings for school-based registrars on efficient registration processes and procedures
- Assists the Division Records Manager with reviewing and revising enrollment forms, processes, and documents
- Acts as enrollment subject matter expert to administrators and school staff regarding interpretation of policies/laws, records requirements, and programs in all matters relating to, but not limited to, enrollment, residency, Virginia High School League eligibility and withdrawals.
- Coordinate with foreign exchange student programs to review and authorize enrollment; process paperwork to obtain J-1 or F-1 Visas, as needed.
- Provide assistance/guidance to host families with the transition requirements and laws for foreign exchange students coming into and out of the county.
- Maintain all requirements with Student and Exchange Visitor Information System (SEVIS) for recertification; enters and manages all foreign exchange student information as required by the U.S. Immigration and Customs Enforcement (ICE) and U.S. Department of Homeland Security.
- Review and process non-resident and out-of-zone applications for enrollment and tuition; inform schools and parent/guardian of decision; maintain accurate records and prepare reports as required by DOE.
- Maintain proficiency of state and federal laws and policies affecting attendance, foreign exchange students, homeless students, foster care students, and all other assigned programs.
- Presents training and workshops for students, parents, school personnel, and community members; and serves as a school-based service coordinator for student referrals.
- Maintains accurate and complete records and reports as required by law, district policy, and administrative regulation.
- Responsible for investigating VHSL eligibility. Will work with high school principals, VHSL, and the ADSS to develop procedures for handling VHSL transfer rules and eligibility.
- Collaborates with ADSS and schools with verifying documentation and supporting investigation results for VHSL waiver requests.
- Responsible for investigating residency. Will communicate outcomes of investigations to parents and provide guidance for school-based staff on handling withdrawals or tuition determinations
- Work with military liaisons to ensure compliance with Military Compact provisions and regulations related to enrollment
- Hold sessions for families on how to enroll students in school, school expectations, and parent partnership
- Maintains databases for state reporting to include Out-of-Zone (Resident and Non-Resident), Residency investigations
- Assists the Coordinator of Attendance and Student Support with community outreach
- Performs other duties as assigned.

Position Type: Exempt
Reports to: Associate Director of Student Services (Secondary)
Terms of Employment: Twelve months a year. Salary according to School Board Pay Plan � Grade 27 or Grade 28 depending on credentials / work experience.
Evaluation: Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
