Primary Purpose:
Support the Executive Director of Facility Services in providing leadership, coordination, and oversight of daily operations within the Facilities Department. Assist in ensuring Plano ISD facilities are safe, efficient, well maintained, and aligned with instructional and operational priorities. Oversee assigned functional areas�such as HVAC, preventive maintenance, work order management, custodial, grounds, and energy management�while promoting accountability, communication, and continuous improvement across all facility operations

Qualifications:
Education/Certification:

  • Bachelor's degree in engineering, architecture, construction management, facilities management, business administration, or a related field preferred
  • Master's degree preferred
  • Valid Texas Driver's License and acceptable driving record
  • Professional certification in facilities management, construction, or operations (e.g., IFMA, TASBO, or equivalent) preferred

Special Knowledge/Skills:

  • Strong working knowledge of facility systems, including HVAC, electrical, plumbing, roofing, and structural components
  • Knowledge of Texas Education Agency (TEA) facility standards, Texas Accessibility Standards (TAS), and other applicable building codes and regulations
  • Experience with preventive maintenance scheduling, computerized maintenance management systems (CMMS), and work order tracking
  • Knowledge of energy management principles and sustainability practices
  • Ability to analyze operational data, develop metrics, and implement process improvements
  • Skilled in budget development, financial monitoring, and procurement practices
  • Excellent communication, interpersonal, and customer service skills
  • Strong leadership and problem-solving abilities with the capacity to manage multiple projects and priorities

Experience:

  • Demonstrated ability to manage maintenance programs, capital improvement projects, and large operational teams
  • Experience in K�12 public school or governmental facility operations preferred
  • Minimum of 7 years of progressively responsible experience in facility operations, maintenance, or construction, including at least 3 years in a supervisory or management role

Major Responsibilities and Duties:

Leadership and Administration

  • Assist the Executive Director in leading daily operations of the Facilities Department, ensuring alignment with district goals and compliance with all applicable regulations
  • Provide direct supervision to assigned managers and supervisors in maintenance, custodial, grounds, HVAC, and energy management
  • Promote accountability, teamwork, and consistent communication across all facility teams
  • Support the development, implementation, and monitoring of departmental goals, performance indicators, and improvement plans
  • Represent the Executive Director as needed in meetings, project reviews, and district planning sessions

Maintenance and Operations

  • Oversee the district's preventive and corrective maintenance programs to ensure all systems and facilities operate efficiently and reliably
  • Monitor and manage work order processing through the district's CMMS to ensure timely response, quality service, and performance tracking
  • Review maintenance trends and recommend resource allocation strategies to improve efficiency and service levels
  • Coordinate HVAC service delivery, ensuring consistent comfort levels, reliability, and compliance with district standards
  • Ensure maintenance staff adhere to safety procedures and maintenance best practices

Planning and Construction Support

  • Assist with review of design and construction documents for district projects to ensure alignment with facility standards and operational needs
  • Provide input on project phasing, commissioning, and handover to operations teams
  • Coordinate with architects, engineers, and contractors as needed to resolve construction or warranty issues affecting district operations

Energy and Environmental Management

  • Support district energy conservation efforts through data analysis, operational adjustments, and staff awareness initiatives
  • Assist in monitoring utility usage and identifying opportunities for cost savings and sustainability improvements
  • Ensure compliance with environmental and safety regulations, including indoor air quality, integrated pest management, and hazardous materials handling

Communication and Collaboration

  • Serve as a key point of contact for campus administrators and district departments regarding facility-related requests, concerns, and service needs
  • Foster open communication between Facilities staff and campus personnel to ensure timely updates and follow-through on work orders
  • Prepare and present operational reports, key performance indicators (KPIs), and improvement recommendations to district leadership
  • Promote a culture of transparency, service excellence, and professionalism within the department

Personnel Management

  • Supervise, evaluate, and support assigned staff, providing regular feedback and professional development opportunities
  • Assist in recruitment, onboarding, and retention of qualified maintenance and operations personnel
  • Encourage a culture of teamwork, safety, and continuous learning
  • Ensure consistent implementation of district policies and procedures related to personnel management and evaluation

Budget and Financial Oversight

  • Assist in the development and administration of maintenance and operations budgets
  • Monitor expenditures and ensure fiscal accountability within assigned programs
  • Support procurement of materials, equipment, and contracted services in accordance with district and state requirements
  • Identify opportunities for cost savings, operational efficiency, and effective resource utilization

Safety and Compliance

  • Ensure facility operations comply with all applicable federal, state, and local codes, including life safety and ADA standards
  • Participate in regular facility inspections to ensure safety and maintenance standards are met
  • Support the district's emergency response and risk management plans as they relate to facilities

Other

  • Maintain a high level of personal integrity, ethical conduct, and commitment to Plano ISD's mission and values
  • Perform other duties as assigned by the Executive Director of Facility Services or designee
