Executive Director - Analytics, Assessment, Reporting & Accountability

Reports to: Deputy Superintendent, Curriculum and Instruction
Pay Grade: 1002
Days: 239 Days
Salary Range: $160,000 - $190,000
FSLA Status: Exempt

Position Purpose

The Executive Director of Analytics, Assessment, Reporting, and Accountability (AARA) serves as the district's lead for the design, integration, and execution of a coherent system of assessment, data, and performance management to accelerate student achievement. This role ensures that all assessment, data, and accountability systems are aligned, accurate, timely, and actionable in real time, directly supporting instructional decision-making and districtwide outcomes. The Executive Director oversees the full assessment and data pipeline�from Demonstrations of Learning (DOLs) and interim assessments to state accountability results, college, career, and military readiness indicators, and strategic initiatives such as the Enhanced Teacher Incentive Allotment (TIA)�ensuring end-to-end coherence across the system.

In close collaboration with Curriculum & Instruction, School Leadership, Technology, and Talent Management, the Executive Director ensures that data is not only collected and reported, but actively used in real time at all levels of the organization�including classrooms, PLCs, ILTs, and executive leadership�to drive reteach, acceleration, teacher development, and school improvement. The role also leads districtwide data literacy efforts, the development of real-time and actionable dashboards, and the maintenance of one-time, accurate data systems aligned to district, state, and federal requirements, while serving as the district's primary leader for data integrity and accountability in alignment with Texas Education Agency expectations.

ESSENTIAL JOB FUNCTIONS

Assessment & Data Systems Coherence

  • Leads the design, integration, and continuous improvement of a coherent districtwide system of assessment, data, and accountability aligned to TEKS, district instructional priorities, and state requirements.
  • Ensures alignment across all components of the assessment pipeline, including Demonstrations of Learning (DOLs), interim assessments, benchmarks, and state assessments, to maintain rigor and coherence across the system.
  • Oversees the development, refinement, and implementation of the district's local assessment strategy in partnership with Curriculum & Instruction, ensuring alignment to grade-level expectations and instructional frameworks.
  • Ensures all digital instructional and assessment platforms are effectively configured, integrated, and monitored to support teaching, learning, and progress monitoring.

Data Analytics, Reporting, & Integrity

 

  • Oversees the development and delivery of high-quality, timely, and actionable data reporting at the student, classroom, campus, feeder pattern, and district levels.
  • Ensures the accuracy, integrity, and one-time entry of all assessment and accountability data, maintaining full alignment with district, state, and federal reporting requirements.
  • Leads the development and implementation of real-time dashboards and reporting tools that enable educators and leaders to monitor student progress, instructional effectiveness, and performance trends.
  • Serves as the district's lead liaison with the Texas Education Agency on all matters related to assessment data, accountability reporting, and data validation.
  • Establishes systems and processes to ensure consistent, reliable data access and reporting across departments, campuses, and external partners.

Instructional Data Use & Data Literacy

  • Drives districtwide expectations for the use of data to inform instruction, ensuring that assessment results are actively used to guide reteach, acceleration, and student grouping decisions.
  • Partners with Curriculum & Instruction and School Leadership to ensure data is embedded into PLCs, ILTs, and campus planning cycles to improve teaching and learning.
  • Leads the development and implementation of a comprehensive data literacy strategy for teachers, principals, assistant principals, and district leaders, ensuring staff can effectively interpret and act on data.
  • Ensures alignment between assessment data and instructional planning tools, including Instructional Planning Calendars and Demonstrations of Learning, to support coherent instructional delivery.

Accountability, CCMR, & Performance Outcomes

 

  • Oversees district accountability systems, ensuring accurate calculation, monitoring, and reporting of A�F accountability outcomes and performance indicators.
  • Leads analytics and monitoring of college, career, and military readiness (CCMR) indicators, including TSIA2, SAT/ACT, and industry-based certifications, ensuring alignment with district goals and Outcomes-Based Funding priorities.
  • Ensures that accountability and CCMR data are used proactively to identify gaps, inform strategy, and drive continuous improvement across campuses.
  • Develops and maintains performance monitoring systems that track progress toward district goals and provide clear visibility into campus and system performance. 

Performance Management & Enhanced TIA

  • Oversees the design, implementation, and continuous improvement of the district's performance management systems for teachers, principals, assistant principals, and counselors, including T-TESS, T-PESS, and T-SCESS.
  • Leads the implementation and ongoing management of the district's Enhanced Teacher Incentive Allotment (TIA) system, ensuring accuracy, compliance, and alignment to district priorities.
  • Develops and maintains performance scorecards and evaluation tools that integrate student outcomes, instructional practice, and educator effectiveness.
  • Ensures performance data is used to inform talent decisions, professional learning, and strategic compensation in collaboration with Talent Management and School Leadership.

Organizational Leadership & Cross-Functional Alignment

 

  • Provides strategic leadership and direct supervision of the Analytics, Assessment, Reporting, and Accountability teams, including Data Analytics & Reporting, Assessment Compliance, Program Integration, and Performance Management.
  • Builds and maintains strong cross-functional partnerships with Curriculum & Instruction, School Leadership, Technology, Talent Management, and other departments to ensure coherence and alignment of district initiatives.
  • Leads the development and execution of short- and long-term strategic plans for the AARA office, ensuring alignment with district priorities and measurable impact on student outcomes.
  • Oversees budgets, staffing, and resource allocation for AARA to ensure effective and efficient implementation of all programs and initiatives.

Compliance, Reporting, & Continuous Improvement

  • Ensures full compliance with all federal, state, and district requirements related to assessment, accountability, and data reporting.
  • Oversees the preparation of reports and presentations for the Superintendent, Board of Trustees, and executive leadership, ensuring clarity, accuracy, and strategic insight.
  • Monitors the effectiveness of all systems and initiatives within the division and leads continuous improvement efforts based on data and outcomes.
  • Stays current on research, policy changes, and best practices related to assessment, accountability, data systems, and performance management.
  • Demonstrates flexibility in scheduling and availability, including extended or adjusted work hours during critical reporting periods, accountability cycles, and high-stakes deadlines, to ensure timely, accurate, and high-quality execution of all deliverables.

  • Knowledge of best-in-class assessment systems and the design of coherent assessment pipelines aligned to standards, instruction, and accountability outcomes.
  • Knowledge of data architecture, data governance, and data integrity practices required to ensure accurate, reliable, and one-time data systems across a large district.
  • Knowledge of real-time data dashboards and reporting systems that drive instructional decision-making and performance management systemwide, including building data literacy of school staff to interpret data and take actionable next steps.
  • Knowledge of Texas state accountability policies, regulations, and frameworks, including A�F accountability systems, and awareness of forthcoming accountability refreshes across all domains.
  • Knowledge of college, career, and military readiness (CCMR) indicators, Outcomes-Based Funding metrics, and strategies to align systems to improve performance outcomes.
  • Knowledge of performance management systems, including educator evaluation frameworks and incentive systems, and their integration with student outcomes and instructional practice.
  • Knowledge of data-driven instruction, including the use of Demonstrations of Learning (DOLs), interim assessments, and formative data to drive reteach, acceleration, and student grouping decisions.
  • Knowledge of PLC and ILT structures and how to embed data use within instructional planning cycles to improve teaching and learning.
  • Knowledge of federal, state, and district requirements related to assessment, accountability, data reporting, and compliance.
  • Skill in designing and leading large-scale, integrated systems of assessment, data, and performance management that drive measurable improvements in student outcomes.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Minimum Required Qualifications

  • Education:
    • Bachelor's degree required.
    • Graduate degree in Data Analytics, Educational Measurement & Statistics, Public Policy, or a related field preferred.
  • Certificate/License:
    • Valid Texas Mid-Management or Principal Certification preferred.
  • Experience:
    • Minimum of 5 years of progressively responsible experience in education, including a combination of classroom, campus, district, and/or related leadership roles required.
    • Demonstrated experience leading or managing assessment systems, data analytics, accountability, or performance management functions required.
    • Experience using data to drive instructional decision-making and improve student outcomes across classrooms, campuses, or systems required.
    • Experience working with complex data systems, dashboards, and technology platforms to support reporting, analysis, and real-time decision-making preferred.
    • Experience in campus or district-level leadership, including supervision of teams or major initiatives preferred.
