We are currently seeking qualified candidates for the position of EMIS Technical Lead to provide overall technical direction and education data systems support for an anticipated MCC-funded education quality assurance activity in Belize. 


This position will require presence in Belize at least half time with remote work for the remainder of the time and is contingent upon FHI 360 receiving the award. 

 

Project Description  


The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) have signed a $125 million, 5-year Compact that aims to address the binding constraints of low-quality education and high electricity costs. The Quality Assurance activity is expected to support the Government of Belize to strengthen accountability for student learning through development and implementation of an educational quality assurance system, strengthening of the Belize Education Management Information System (BEMIS), and reform of teacher and school leadership policies and systems.  

 

Position Description 


The EMIS Technical Lead will focus on development and implementation of a quality assurance framework and a management information system linked to the Belize Education Management Information System (BEMIS), including modifications to BEMIS to support management and quality assurance of the education system, reporting compliance, and change management.  


The EMIS Technical Lead will provide technical leadership for strengthening education data systems, supporting interoperability and integration across quality assurance and assessment systems, and improving data use for accountability, planning, and decision-making. 

 

Key Responsibilities 


Technical Leadership 

  • Lead technical implementation related to BEMIS strengthening and education management information systems.  
  • Support development and implementation of systems and processes related to:  
  • Data governance and data quality  
  • School performance monitoring  
  • Teacher management and appraisal tracking  
  • Dashboards and reporting systems  
  • Education planning and accountability  
  • Data integration and interoperability  
  • Change management and user adoption  
  • Ensure alignment between BEMIS enhancements, quality assurance systems, and national assessment systems.  

 

Systems Strengthening and Institutional Support 

  • Support government counterparts to strengthen education data management and utilization practices.  
  • Advise on institutional arrangements, workflows, and governance structures supporting effective EMIS implementation.  
  • Support development of sustainable reporting and compliance systems.  

Stakeholder Coordination 

  • Coordinate closely with MoEYSC departments, technical partners, and other project components.  
  • Support stakeholder engagement and consultation processes related to data systems reforms and adoption.  

Quality Assurance and Technical Oversight 

  • Review technical deliverables, system specifications, implementation plans, and change management strategies.  
  • Ensure technical quality and feasibility of EMIS and data systems interventions.  

 

Required Qualifications 

  • Master’s degree in information systems, education planning, data science, public administration, or related field.  
  • Minimum 12 years of experience in EMIS strengthening, education data systems, or digital governance reforms.  
  • Demonstrated experience supporting ministry-level EMIS implementation or modernization efforts.  
  • Experience with education quality assurance systems, assessment data integration, and education analytics preferred.  
  • Familiarity with change management and user adoption approaches in government systems strengthening initiatives.  
  • Experience working on donor-funded education projects required; MCC experience preferred.  
  • Experience in the Caribbean and/or small island developing states preferred.  
  • Strong written and oral communication skills in English.  


The expected hiring salary range for this role is BZD 88,000 - 100,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget
