Job Overview
As the Head of Risk for Device Financing at PalmPay Philippines, you will be entirely responsible for
building, optimizing, and overseeing the end-to-end risk management framework for our local device financing
/ BNPL (Buy Now Pay Later) business line. We are seeking a seasoned risk leader deeply rooted in the
Philippine market, possessing sharp commercial acumen coupled with strong data-driven risk capabilities. In
this role, you will champion robust risk mitigation strategies that protect asset quality while unlocking rapid,
sustainable business growth.
Key Responsibilities
1. Risk Strategy & Framework Formulation
- Full-Lifecycle Risk Management: Formulate, implement, and continuously iterate credit policies and risk control strategies across the complete credit lifecycle, including pre-approval underwriting, in-loan monitoring, portfolio management, and collections.
- Anti-Fraud Mechanism: Develop robust anti-fraud defenses specifically tailored to device financing fraud scenarios (e.g., third-party credit brokerage, cash-out schemes, identity theft) utilizing behavioral data, blacklists, and syndicate fraud detection techniques.
- Merchant & Channel Risk: Establish risk onboarding standards and continuous monitoring frameworks for partner smartphone retailers, POS channels, and agents to prevent merchant-side collusion and fraud.
2. Data-Driven & Model Optimization
- Credit Assessment Models: Lead the construction and enhancement of credit scoring models for the unbanked and underbanked populations by blending local credit bureau insights (e.g., CIC, TransUnion) with PalmPay’s proprietary ecosystem data.
- Strategy Analysis: Conduct deep-dive data analysis regularly to evaluate the effectiveness of current risk policies, systematically balancing approval rates and Non-Performing Loans (NPL) to maximize risk-adjusted returns.
3. Post-Lending Management & Collections Strategy
- Collection Policy Design: Design and refine early-stage reminders and M1-M3+ collection strategies, leveraging a mix of automated dialers, SMS, in-app push notifications, and outsourced agencies to optimize recovery rates.
- Asset Quality Monitoring: Monitor roll rates, vintage transitions, and migration matrices sliced by channel, smartphone brand/model, and customer cohort to provide early warnings and promptly trigger adjustments to credit policies.
4. Team Leadership & Regulatory Compliance
- Team Building: Recruit, mentor, and lead a high-performing local risk management and data analytics team, fostering a culture of rigorous analytical excellence.
- Compliance Management: Keep a close pulse on regulatory shifts from the Bangko Sentral ng Pilipinas (BSP), Securities and Exchange Commission (SEC), and National Privacy Commission (NPC) regarding digital lending and data privacy to ensure absolute operational compliance.
Qualifications & Job Requirements
1. Industry Background
- Seasoned Professional: Minimum of 8 years of risk management experience within Consumer Finance, FinTech, or Digital Banking, including at least 3 years in a core risk management leadership role within the Philippine device financing or offline POS-based BNPL sector.
- Competitor Experience (Mandatory): Must possess solid, proven risk tracking records from mainstream Philippine device financing or consumer finance competitors such as Home Credit, Salmon, Skyro, PayJoy, or Akulaku.
2. Technical & Professional Skills
- Scenario Expertise: Deep comprehension of the risk characteristics, target user profiles, and systemic vulnerabilities unique to point-of-sale (POS) device financing.
- Analytical & Technical Prowess: Highly data-sensitive with hands-on proficiency in at least one data analysis tool (e.g., SQL, Python, or R); well-versed in the development and implementation of credit scorecards and risk decision engines.
- Local Infrastructure Knowledge: Rich experience in integrating local credit bureau networks, alternativethird-party anti-fraud vendor data, and coordinating with localized external collections agencies.
- Language Proficiency: Native or near-native English proficiency with exceptional oral and written communication skills, capable of seamlessly presenting technical risk concepts to both group executives and local partners.
