Job Level: Director Home District/Group: Kiewit Industrial Business Development Department: Business Development & Proposals Market: Industrial Employment Type: Full Time Position Overview The Vice President, Strategy & Operations is a strategic leadership role responsible for advancing Kiewit Industrial market growth and enterprise priorities through cross-functional strategy execution, government and external stakeholder engagement, and high-impact internal and external communications. This leader serves as a trusted advisor to the Industrial and Markets & Strategy leadership, translating complex business priorities into actionable plans, measurable outcomes, and aligned messaging across operations, business development, and corporate partners. This role is ideal for a leader who blends strategic thinking, political and regulatory savvy, and executive communications excellence, and who can drive clarity and momentum across diverse stakeholders in a fast-paced, high-accountability environment. Location This role is based out of our Lenexa, Kansas office. Responsibilities Strategic Leadership & Special Projects Execution Lead and deliver strategic initiatives from concept to implementation (e.g., market entry, customer strategy, strategic partnerships, cross-business integration, organizational priorities). Build structured workplans, governance, and decision frameworks for priority initiatives—ensuring clarity on scope, owners, timeline, risks, and success metrics. Facilitate executive working sessions, quarterly/annual strategy reviews, and leadership offsites; produce leadership-ready summaries and recommendations. Partner with Markets & Strategy, Operations, Estimating, Finance, Legal, HR, and Communications to ensure strategy is executable and aligned with field realities. Identify opportunities to improve speed-to-market, stakeholder alignment, and decision velocity across the opportunity pipeline. Government Affairs & External Stakeholder Engagement Support and coordinate engagement strategy across federal, state, and local stakeholders, industry groups, and community partners relevant to industrial markets. Monitor policy, regulatory, permitting, labor, and funding dynamics that impact pursuit strategy; translate impacts into leadership-ready insights and recommended actions. Coordinate internal alignment with Corporate Government Affairs and external consultants/partners as needed; ensure consistent positioning and responsible advocacy. Help shape external engagement plans for strategic customers and market sectors (e.g., advanced manufacturing, data centers, energy transition/industrial water, infrastructure-adjacent opportunities). Represent Industrial in select external forums and meetings, as appropriate. Internal & External Communications (Executive Narrative + Change Comms) Own and elevate Kiewit Industrial strategic narrative—ensuring consistent, compelling messaging aligned to business priorities, culture, and brand standards. Develop executive-level communications including: leadership updates, strategic memos, talking points, org-wide announcements, customer messaging, and presentation content. Partner with internal communications/marketing teams to support major announcements, external milestones, and reputation-building initiatives. Create communication plans for change initiatives—ensuring messages are audience-specific, timely, and adoption-focused. Support crisis/issue communications planning in partnership with Corporate Communications and leadership. Develop and implement frameworks to incorporate voice of the customer into strategy, marketing, and proposals. Leadership Enablement, Governance & Stakeholder Alignment Serve as a connector and integrator across Markets & Strategy, Industrial leadership, and corporate partners to remove friction and drive alignment. Establish and manage cadence (dashboards, scorecards, OKRs/KPIs) for priority initiatives; provide transparent status reporting and escalation pathways. Mentor or lead a small team of analysts/PMO/communications resources as needed; scale execution through influence and clarity. Qualifications Bachelor’s degree in Business, Engineering, Public Policy, Communications, or related field (or equivalent experience). 12+ years of progressive leadership experience in strategy, operations, business development, government affairs, communications, or a combination. Proven track record leading complex, cross-functional initiatives with executive stakeholders. Exceptional written and verbal communication skills—able to craft executive narratives and influence diverse audiences. Strong judgment and discretion handling confidential or high-impact topics.
