The Director of HR, People Operations is responsible for the execution and oversight of all core HR systems and processes that support the employee lifecycle. This role ensures that HR operations run efficiently, consistently, and in compliance with applicable regulations. The position leads recruitment coordination, employee relations processes, HRIS (ADP) management, and documentation standards while supporting managers across the organization. This role acts as the backbone of HR execution, ensuring that policies, processes, and employee records are accurate and reliable.

Primary Job Responsibilities:

• Oversee HR operations and compliance

• Manage recruitment coordination and workflows

• Ensure HRIS accuracy and documentation standards

• Supervise onboarding/offboarding processes

• Approve all involuntary terminations

• Develop and implement human resources policies and procedures, ensuring compliance with 

employment law, federal, state, and local regulations.

• Responsible for all HR management and development (including recruitment and selection

• policy/practices, discipline, grievance, mentoring, contracts, training and development, talent 

management, succession planning, performance appraisals, I-9 compliance and any other HR related 

issues).

• Assist in the administration of employee benefits and provide input to recommend changes and/or 

additions.

• Develop and revise job descriptions, incorporate salary reviews and re-classify positions as needed.

• Design, source, and coordinate training programs relevant to HR topics and specific roles.

• Serve as a strategic business partner to Executive Team facilitating accomplishments with strategic 

business plan.

• Communicate with Directors and Managers to understand their HR needs and requirements and ensure 

they are fully informed on the corporate HR strategy.

• Engage in ongoing development activities to maintain up to date with HR legislation and best practices by 

reviewing, researching, and attending conferences, workshops, and network events.

• Gather supporting information to effectively respond to Directors, Managers regarding policy and practice 

implementation and initiatives.

• Update the divisions with timely, relevant forms, policies, and procedures to ensure accessibility to 

employees always.

• Be involved in employee complaints serving as the lead investigator for employee grievances 

• LMA over Talent Acquisition Specialists at all PM client sites

• Other duties as assigned


Job Skills:

• High level of proficiency with Microsoft Excel, Word, PowerPoint, and Outlook is required. 

• Proficient with technology implemented to carry out human resource functions such as HRIS (including 

ADP, payroll, benefits)

• Critical thinking, with ability to be objective and make sound decisions. 

• Excellent interpersonal relations with internal and external partners and strong verbal and written 

communication skills, as well as strong math skills required. 

• Ability to navigate in a changing environment, meet deadlines, and remain organized with attention to 

detail. 

• Maintain a responsive and approachable style to employees, as well as Managers, colleagues, and 

Administration throughout the organization. 


Education/Experience:

• Bachelor’s degree required in Human Resources or related field preferred. 

• Credentials in HR required if degree is in unrelated field. 

• 7 years of human resource experience. 

• Experience managing HR in human/social service organizations required. 

• Membership in SHRM National required and local chapter preferred.
