As Program Manager – Broadband Programs, you will lead delivery across Public Safety Mobile Broadband (PSMB), Mobile Broadband Augmentation, Mission Critical Messaging, Community Connectivity initiatives, and Cell on Wheels capability—ensuring these programs operate as a coherent, well‑governed portfolio that delivers real operational impact. About the team Based within the NSW Telco Authority, this team provides executive leadership and assurance across a portfolio of nationally significant, high‑value broadband programs. It sets strategic direction, drives disciplined delivery and oversees initiatives spanning telecommunications infrastructure, ICT platforms, complex commercial partnerships and whole‑of‑government delivery models. This is a role for a senior leader trusted to operate at scale—balancing competing priorities, managing interdependencies and advising government on some of the most critical connectivity capabilities supporting emergency services and communities Program scope You will have end‑to‑end oversight of a portfolio that includes: Public Safety Mobile Broadband (PSMB) – national mobile broadband capability for emergency services Mobile Broadband Augmentation – surge and resilience solutions to extend and strengthen coverage and capacity Mission Critical Messaging – assured, prioritised data and messaging services for operational decision‑making Community Connectivity initiatives – enabling connectivity outcomes for communities, particularly in high‑risk or underserved areas Cell on Wheels (CoW) capability – rapidly deployable mobile infrastructure to support emergencies, disasters and major events What you’ll do You will provide strategic and delivery leadership across the full portfolio, including: Owning enterprise‑level outcomes across all broadband programs, ensuring alignment with government priorities, funding and risk appetite Setting and maintaining strong governance, assurance, risk and reporting frameworks across the portfolio Leading executive‑level engagement with Commonwealth and state agencies, central agencies, emergency services and industry partners Overseeing complex commercial and contractual arrangements, including multi‑vendor delivery models and long‑term supplier performance Driving integration across ICT, telecommunications infrastructure, policy, regulatory and commercial streams Proactively managing cross‑program dependencies, constraints and strategic risks Leading and mentoring senior program leaders and building a high‑performance delivery culture For more information on the role and its accountabilities, click here to view the role description. What you’ll bring Essential Demonstrated experience leading large‑scale, nationally significant broadband and ICT infrastructure programs Proven ability to operate at executive and cross‑government level, with authority in complex delivery environments Strong commercial leadership experience, including management of major, multi‑vendor contracts Deep capability integrating technology, infrastructure, policy and commercial delivery Clear accountability mindset with a strong track record of executive assurance and delivery confidence Highly desirable Experience delivering public safety, emergency services or other mission‑critical connectivity programs Experience overseeing multi‑program portfolios rather than single initiatives Experience operating across multiple jurisdictions or highly regulated environments A talent pool may be created from this recruitment action for future temporary or ongoing vacancies in roles with similar capability requirements.
