Purchasing Manager – Oil & Gas (EPCM)

Job Summary
The Purchasing Manager is responsible for planning, coordinating, and executing all procurement (purchasing) activities for EPCM oil & gas projects. The role ensures timely acquisition of materials, equipment, and services in line with project schedules, cost targets, and company procurement procedures.
This position is typically site-based (e.g., Majnoon Field) supporting brownfield and greenfield project execution under strict schedule and operational demands.
This aligns with active hiring needs observed across Majnoon EPCM staffing requests for procurement-related roles, including Procurement Managers and C&P positions.
Key Responsibilities
Procurement & Purchasing Execution
- Lead all purchasing activities for EPCM projects (RFQs, bid evaluations, PO awards).
- Ensure timely placement of Purchase Orders in line with project deliverables and schedules.
- Coordinate closely with Engineering, Construction, and Project Controls teams.
- Monitor expediting activities to ensure on-time delivery of materials to site.
Vendor & Contract Management
- Identify, evaluate, and manage approved vendor lists (AVL).
- Lead commercial negotiations with suppliers to achieve best value.
- Ensure compliance with contract terms and procurement policies.
- Manage supplier performance, including quality, delivery, and cost metrics.
Project Coordination
- Interface with Project Manager and Contracts & Procurement Manager.
- Support project schedules through proactive procurement planning.
- Provide procurement status reports, forecasts, and risk mitigation plans.
- Coordinate logistics, warehousing, and site delivery requirements.
Compliance & Governance
- Ensure procurement processes comply with company procedures, EPCM standards, and client requirements.
- Maintain audit-ready procurement documentation and records.
- Ensure adherence to international procurement standards and ethics.
Team Leadership
- Lead and mentor Buyers, Expeditors, and Procurement Engineers.
- Allocate workload and manage team performance.
- Support recruitment and development of procurement staff at site.
Qualifications & Experience
- Bachelor’s Degree in Engineering, Supply Chain, Business, or related field.
- 20+ years’ experience in oil & gas procurement.
- Minimum 5+ years in a managerial/supervisory role.
- Strong EPC/EPCM project experience (FEED + EPC phases preferred).
- Proven experience working on Middle East / Iraq oil & gas projects.
- Experience with major operators or EPC contractors (e.g., ADNOC, BP, Shell).
Technical Competencies
- Strong knowledge of EPCM procurement lifecycle.
- Experience with:
- Long Lead Items procurement
- Vendor qualification & sourcing
- Contracting strategy & commercial negotiation
- Familiarity with ERP systems (SAP, Oracle, etc.).
- Understanding of logistics, materials management, and warehousing.
Soft Skills
- Strong leadership and stakeholder management.
- Ability to work in demanding site environments (rotation-based).
- Excellent negotiation and communication skills.
- High attention to detail and problem-solving capabilities.
