Job Description

Role Responsibilities

 

  • Lead the delivery of consulting services procurements to meet annual targets supporting Transportation and Economic Corridors (TEC) programs. 
  • Plan and manage the volume and timing of consultant procurements, providing regular status and performance updates to senior leadership. 
  • Build, lead, and develop a high-performing team of Procurement Officers through coaching, training, and continuous improvement. 
  • Provide expert procurement advice on engineering consulting services, aligned with ministry standards, project delivery models, and best practices. 
  • Drive the development and implementation of innovative procurement strategies that improve efficiency, manage risk, and enhance value for money. 
  • Strengthen procurement processes, tools, and knowledge resources to support consistency, quality, and continuous improvement. 
  • Work collaboratively with internal and external stakeholders, including industry partners and other levels of government, to align procurement practices and outcomes.

  • System Thinking: The procurement manager manages all consulting procurement and contract templates. They are required to have a thorough understanding of the interconnections within and between all procurement and contract templates to ensure any changes are reflected in all procurement documents.
  • Creative Problem Solving: The procurement manager is required to continuously analyze existing processes and standards, and to think outside the box to develop recommendations that results in improvements
  • Agility: The procurement manager will be managing multiple projects simultaneously, often with shifting priorities or timelines.
  • Drive For Results: The procurement Manager is expected to identify key stakeholder relationships, and develop solid working rapport 

Qualifications

Required:

  • A related University Degree, supplemented by at least four (4) years of related experience. Equivalencies may be considered.
  • Extensive knowledge of procurement in a public organization.
  • Exceptional verbal and written communication skills.

 

Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education

 

Assets:

  • Supply chain management professional designation such as SCMP, CPSM, CSCP.
  • Knowledge of the procurement of engineering services for civil construction projects.
  • Expertise in Trade Agreements, contract law and competitive bidding law and public procurement frameworks.
  • Experience with risk management, insurance and surety bonding.

Notes

Additional Position Details:

  • Term of Employment: Permanent, Full-time position.
  • Hours of Work: 7.25 hours daily / 36.25 weekly – Monday to Friday (8:15 am – 4:30 pm).
  • Location: Twin Atria Building, 4999 98 Ave, Edmonton, AB T6B 2X3
