Position Description & Qualifications
Serco is excited to continue supporting the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
Our Senior Acquisition Management Analyst, located in Crystal City, Arlington, VA, provides program management support to the F-35 JPO, Directorate of Acquisition & Affordability (DA&A), providing program management support to the F-35 JPO Acquisition and Affordability Directorate in managing JPO functions as they relate to business operations, foreign compliance, process improvement, affordability, requirements, and acquisition.
You will be part of a dynamic team of F-35 JPO Program/Project Managers and Analysts who work closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will support DA&A:
- Governance – support DA&A in leading the Joint Program Management Review (PMR) War on Cost (WOC), Affordability Summit, Acquisition Summit, Executive Risk/Opportunity Management Board, & Executive Steering Group (ESG)
- Business Operations – support DA&A in managing acquisition documents, the Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), CPARS, and JPO Issuances
- Cost - support DA&A in providing the Enterprise Cost Estimate
- Acquisition Program Management –
- Assist DA&A in managing procurement and enterprise procurement metrics
- Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process
- Assist DA&A in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g. the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management
- Assist DA&A in managing the PMO Integration Council
To be successful in this role, you will have:
- The ability to provide onsite support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2 days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer.)
- An active DoD Secret Security clearance.
- A Master’s Degree and at least 10 years’ experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management.
- OR a Bachelors degree plus 4 years of additional work experience (total of 14 years of work experience).
- Experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management.
- A minimum of 6 years out of 10 years of recent work experience related to analysis and planning.
- At least 3 years in support of a Major Defense Acquisition Program (MDAP).
- Demonstrated knowledge, and/or familiarity with the DoD 5000 acquisition series, Federal and DoD acquisition regulations and PPBE process.
- Demonstrated experience in the program/project status and earned value management.
- Demonstrated knowledge of and experience with DoD reporting tools and major reports.
- The ability to trael up to 10%.
Additional desired experience and skills:
- Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
- Advanced experience with Microsoft TEAMS, including managing channel structures, file organization, and meeting governance.
- Comprehensive ETMS2 (or formerly TMT) experience, specifically the end-to-end lifecycle of receiving, drafting, routing, and managing tasks/workflows. DoD Staff experience is huge plus.
- Strong stakeholder engagement skills, including the ability to effectively interface with government teams, prime contractors, and supporting organizations to drive actions and agreements to completion.
- Highly detail-oriented with exceptional organizational skills, capable of managing multiple parallel actions, deliverables, and coordination efforts simultaneously.
- Experience with MSAR, DAES, and CPARs reporting, or the demonstrated aptitude to rapidly master specialized acquisition reporting systems. AND/OR Familiarity with congressional reporting as a whole.
