Transit Services Supervisor

About the Job: This position oversees a team of five staff within the Finance, Planning, and Grants work group. You will manage, plan, and report on all funding the Transit Division receives from federal, state, and local sources. The role includes performing complex financial, budgeting, administrative, planning, operational, and analytical work in support of Transit operations.


This is a special at-will position funded by an FTA grant received by Transit annually.

As a Transit Services Supervisor, you will:

  • Supervise and lead a diverse team covering planning, grants, and finance functions.
  • Provide lead support for multiple divisional audits.
  • Develop, maintain, and monitor operating and capital budgets while analyzing all revenue and expenditure categories.
  • Prepare forecasts, track multi-source funding, reconcile ledgers, and produce monthly, annual, and multi-year reports.
  • Manage the full life cycle of federal, state, and local grants, ensuring compliance, maximizing funding, and completing all reporting and reimbursement processes.
  • Handle matching fund billings, prepare partner-agency reports, and meet all federal, state, and local reporting deadlines.
  • Prepare analyses and reports considering operational, capital, and budget constraints, ensuring accurate data and leading data-quality improvements.
  • Conduct research, manage planning projects and TIP/STIP (Transportation Improvement Program/State Transportation Improvement Program) cycles, complete technical reports, and represent the division in meetings and presentations.
  • Interpret rules and policies to ensure compliance, lead audits, and recommend practice updates based on industry and legislative changes.
  • Prepare and oversee annual financial and transit reporting, including NTD (National Transit Database), and maintain all division financial, planning, and reporting procedures.
  • Oversee the cash room, accounts payable/receivable, deposits, revenue functions, and inter-company transactions and reconciliations.
  • Ensure accurate financial information across all local, regional, state, and federal financial systems.

Knowledge of:
  • Federal, state, and local laws, regulations, and reporting requirements.
  • Budget preparation, financial analysis, government accounting, and business mathematics.
  • Revenue collection procedures and grant management systems.
  • Modern office methods, information systems, and database applications.
  • Principles and practices of urban and transportation planning.

Ability to:
  • Maintain accuracy and attention to detail in a fast-paced, collaborative environment.
  • Quickly learn and navigate various computer software platforms.
  • Interpret and apply rules and regulations at the City, State, and Federal levels.
  • Communicate clearly and concisely, both verbally and in writing.
  • Effectively prioritize and manage multiple projects.
  • Build and maintain effective working relationships.
  • Demonstrate exceptional organizational and critical-thinking skills, and effectively multitask while meeting strict deadlines.

  • Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, transportation management, or a related field.
  • Five years of full-time, professional experience in transit operations or a related field, including three years of administrator and/or supervisory experience.

  • Experience using PeopleSoft, Microsoft Office Suite, and grant management systems
  • Experience working in a Public Transit, governmental, and regulatory environment
  • Knowledge of planning principles and practices
  • Knowledge of federal, state, and local rules and regulations
