Together we can reinforce a culture of respect, integrity, accountability, and transparency POSITION SUMMARY: Project HOPE is looking to recruit a Head of Supply Chain in Venezuela. This is a field-based position intended to serve as part of the core team leading the delivery of a comprehensive emergency health program responding to the humanitarian needs evolving from the crisis in Venezuela. The position will have responsibility over all operational management of the program to ensure quality, timeliness, and efficiency of project set-up, daily operations, and close-out. The Head of Supply Chain will be responsible for leading and managing Supply Chain departments to ensure support to overall project implementation by ensuring quality, timeliness, and efficiency of departmental roles and responsibilities. Furthermore, Head of Supply Chain will support any new project start-ups/set-up, and the close-out. The day-to-day portfolio of the Head of Supply Chain will include direct supervision of the Supply Chain (Procurement, Warehousing and Logistics). S/he will manage and be accountable for the reporting and processes of the operations to ensure the provision of quality program support services in adherence to donor, contractual and budget requirements. S/he will be an integral member of the program leadership team and will have the ability to work independently and flexibly in a fastpaced international environment. S/he must be a team player, able to work well with a diverse constituency, and successfully manage multiple priorities in a resource-constrained environment. PRINCIPAL RESPONSIBILITIES: Strategic Operational Leadership Operational Strategy: Direct and oversee all operational functions (Procurement, Warehousing and Logistics) to ensure they effectively support Project HOPE’s programmatic goals in the country. Systems Optimization: Implement organizational manuals and policies that enhance efficiency, transparency, and compliance with donor regulations. Strategic Planning: Partner with the Executive Director and Senior Management Team (SMT) to align operational capacity with long-term growth and emergency response requirements. Supply Chain Management End-to-End Supply Chain: Oversee the entire supply chain cycle, managing the policies and procedures to be aligned with the donor regulations. This cycle includes the last mile and monitor the health centers inventory management. Procurement Management: Lead the solicitation and contract process for key goods/services suppliers, ensuring best value for money, ethical standards, and high-quality delivery. Evaluating the performance of the suppliers and getting the best conditions for the Proyecto Esperanza interest. Warehousing Management: Lead the warehousing process ensuring the good conditions of storage, best practices for the reception and preparation of the goods according to the distribution plans in Venezuela (NFI, Medical commodities and Pharmaceuticals). Implementation of the inventory system in country and provide strategic for the stocks reports in timely manner and monitor the health center stock report. Logistics Management: Lead the fleet management for the personal transportation and cargo shipments by ground, also provide technical guidance on the import process for all the international procurements and Gift in Kind items. Asset Management: Ensure rigorous tracking and maintenance of all organizational assets and inventory, implementing robust control mechanisms to prevent loss or diversion. Data and reporting: Provide the monthly activities report to the Global Supply Chain Team and to the Regional/Country leadership. Financial Oversight Compliance Budget review and data insight: Work closely with the Finance and Administration Director and provide the data related to the procurements on going as well as the operational expenses that affect the budget, providing valued information to the leadership decision making. Risk Management: Lead the identification and mitigation of operational risks, ensuring the organization remains compliant with local laws, tax regulations, and donor-specific requirements. Audit Readiness: Ensure all operational documentation is audit-ready at all times, maintaining a culture of transparency and impeccable record-keeping. External Coordination Liaison Representation: Represent Project HOPE in operational and logistical forums, clusters, and meetings with government authorities or partners regarding operational permits and logistics. People Management Organizational Culture. People Management Organizational Culture Team Empowerment: Provide leadership and mentorship to the Supply Chain team, fostering a culture of service-oriented support toward the Program departments. Duty of Care: Work closely with HR to ensure operational support for staff well-being,including safe housing, transportation, and office environments that meet health and safety standards. Oversee the preparation of reports and ensure the timeliness and accuracy of the information provided, as well as safeguard the confidentiality of sensitive information. Help foster a positive image and overall credibility for the organization, particularly by upholding the Code of Conduct, ethical standards, values, and the organization’s perspective in dealings with internal and external stakeholders. Promote and foster a culture of compliance and ethics throughout Project HOPE, maintain a clear understanding of Project HOPE’s and donors’ compliance and ethics standards, and adhere to those standards. Work with the highest level of integrity, respecting humanitarian values and principles. Participate in the recruitment processes for vacancies in your area, as well as in processes for related areas, by reviewing candidates, shortlisting profiles, and participating in technical interviews to ensure the selection of the most suitable personnel for the organization. Work in a coordinated, communicative, and cooperative manner with the regional team, as well as with liaisons at headquarters. Ensure compliance with all other processes and functions inherent to the position or additional requirements . MINIMUM QUALIFICATIONS: Education Experience Education: Master’s degree in business administration, International Studies, Humanitarian Affairs, or a related field. A bachelor’s degree with 10+ years of relevant field experience may be considered in lieu of a Master’s. Supply Chain Leadership: 5–7 years of progressive experience in supply chain management within humanitarian-funded health programs. Financial Oversight: 3+ years of experience managing complex operations budgets and multiple funding sources in developing countries. Team Management: Proven track record of developing, mentoring, and leading diverse teams in high-pressure environments. Procurement Expertise: Strong command of RFI, RFQ, RFP processes, and strategic vendor management. Logistics and warehousing expertise: Strong skills leading logistics and warehousing, including reports and management. Technical Skills Knowledge Compliance: Solid knowledge of generally accepted reporting, budgeting, and internal control principles. Language: Professional fluency (oral and written) in both English and Spanish is required. Tools: Proficiency in MS Office (Advanced Excel), SharePoint, and intranet collaboration platforms. Strategic Planning: Ability to translate contextual opportunities into practical operational plans and implement them effectively. Core Competencies (Soft Skills) High-Volume Management: Ability to work independently and manage a high-volume workflow with precision. Resilience: Proven stress management skills for self and team, with a focus on problem-solving during crisis situations. Communication Networking: Exceptional interpersonal skills with the ability to build and maintain effective relationships with Donors, partners, and humanitarian actors. Facilitation: Experience organizing and leading trainings or large-scale activities with multiple stakeholders. Field Orientation: Willingness to work in a field-oriented environment and engage directly with operational challenges. While international travel is not a regular part of every job, programmatic needs may require it intermittently.
