The FM is seeking a meticulous and organised individual to join the Planning and Corporate Services team, supporting the smooth running of FM's financial, administrative, work planning and operational functions. You will play an important behind-the-scenes role in ensuring that FM's resources are well-managed and that the team is well-supported – both through the lead-up to the Memorial’s opening and the years beyond. [What you will be working on]
Budget tracking and reporting : You will support the team lead in tracking and reporting on FM's budget utilisation, including the usage of grants and donations. This includes maintaining up-to-date records of expenditure, preparing regular budget reports, and identifying opportunities to reallocate funds where they are needed most – ensuring healthy and effective utilisation of FM's overall budget.
Corporate services : Working as a team, you will coordinate annual workplan and budgeting exercise and track the Key Performance Indicators (KPIs) on a quarterly basis. You will be required to provide historical benchmarks of the budget and KPIs for future planning and coordinate across the different work teams to conduct evaluation and analysis, to report the key insights as part of the annual KPI reporting.
Finance and administrative support
On the finance side, you will develop the standard operating procedures for FM’s cash collection and transfer to banks, and work with officers to resolve budget and payment issues. You will play a key role in ensuring that payments to FM's vendors are processed accurately and in a timely manner.
On the administrative side, you will manage the setup of the FM office at Bay East Garden – from developing the requirement specifications to managing the procurement for the office move and setup in 2027, and coordinating the office move in late 2027 or early 2028. You will also provide scheduling and administrative support to the Director and support to the VIP visits to the Memorial on an ongoing basis and oversee the day-to-day administrative needs of the FM’s office.
You will also work with the Board Secretariat and provide support for FM's Committee/Board meetings, which are held every quarter. This includes managing RSVPs, preparing meeting materials for circulation arranging refreshments, and ensuring the smooth running of each meeting.
[What we are looking for]
Relevant qualifications or equivalent professional experience in finance, business administration, or a related field.
Preferably at least 3 years of experience in a related role, preferably in a public sector or institutional setting.
Budget Planning & Admin - Ability to execute activities relating to short term and long- term budget planning and administration to support the operations and strategic outcomes of the division.
Corporate Performance Management - Ability to develop and implement performance management frameworks and track key performance indicators (KPIs) to drive achievement of the division's strategic priorities.
Highly organised and meticulous, with strong attention to detail and the ability to manage multiple workstreams concurrently.
Strong interpersonal, communication, and written skills, with the ability to work effectively across teams and with external stakeholders.
Proficient in Microsoft Excel, with good knowledge of its functionalities and tools to support data management and budget tracking.
Knowledge of government budget tracking systems is advantageous.
As the FM is an institution being built from the ground up, the candidate should be able to navigate change, multiple stakeholders, and a fast-moving environment where processes are still being established. Familiarity with or willingness to learn government tools and procurement guidelines will also be essential.
Candidates should be prepared to exercise flexibility in their work schedule, as some weekend and after-hours engagements may be required.
