
Payroll and Benefits Administration Manager

Accountable for accurate, timely, and compliant payroll processing for all employees; ensures payroll is executed in strict accordance with labor contracts, internal policies, statutory requirements, and governance controls, while managing payroll cycles, data controls, approvals, and vendor coordination.This role owns the administration, governance, and correct execution of all compensation and benefits programs, ensuring employees are paid correctly, competitively, and compliantly while translating reward policies into operational reality.
1. Compensation & Benefits Administration:
- Administer company-wide salary, bonus, incentive, and benefits programs in line with approved policies.
- Ensure employees receive the right pay and benefits for their role, level, and eligibility.
- Oversee operational execution for allowances, benefits enrolment, changes, and special cases.
- Ensure compensation data integrity and accuracy across HR systems.
2. Benefits & Recognition Program Management
- Administer and continuously improve employee benefits programs (insurance, allowances, etc.).
- Manage and develop company recognition programs to ensure alignment with business objectives.
- Monitor uptake, cost, and effectiveness of benefits and recognition offerings.
3. Global Mobility:
- Coordinate end‑to‑end assignment setup, including Immigration and work permits, Relocation logistics, Destination services, Family and dependent support (as applicable)
- Work with external vendors providing immigration, tax, and relocation services.
4. Payroll Calculation, Checking & Approval Control:
- Consolidate monthly payroll input data from HR systems (e.g. employee changes, contract updates, allowances).
- Perform first‑level payroll checking and validation before review and approval.
- Ensure strict adherence to Segregation of duties, Two‑level review and approval controls, Do–Check–Review principles.
5. Payroll Data Integrity & HR System Dependency
- Ensure payroll‑relevant employee data (bank accounts, salary, tax, benefits) is accurate and complete in HR systems.
- Work closely with HR Operations / HR Services to resolve data issues before payroll processing.
- Identify data quality risks impacting payroll accuracy and flag them early
6. Payroll Vendor Management
- Coordinate with external payroll vendors for payroll calculation and processing.
- Review vendor outputs, challenge discrepancies, and ensure corrections are made before final approval.
- Ensure vendors comply with contractual SLAs, confidentiality, and data security requirements
7. Statutory, Tax & Compliance Management
- Ensure payroll complies with Local Labor Law, Tax and social insurance regulations, Internal HR and finance policies
- Coordinate statutory filings, payroll reports, and audits where applicable.
- Support internal and external audits related to payroll
8. Payroll Reporting & Issue Resolution
- Prepare payroll control summaries, reconciliation reports, and management sign‑offs.
- Investigate and resolve payroll discrepancies and employee payroll queries.
Identify recurring payroll issues and propose control or process improvements.
