The Production Operations Health & Safety Manager is responsible for leading the implementation, supporting the execution, and driving the continuous improvement of Health, Safety, and Environmental (HSE) programs across a multi-basin asset base. This role partners closely with Production, Maintenance, and Facilities teams to support safe, compliant, and efficient operations. The position serves as a key link between corporate HSE strategy and field-level execution, reinforcing a strong, proactive, and risk-based safety culture aligned with company values.
Key Responsibilities:
Strategic Leadership & Program Oversight
Lead implementation of HSE programs across production, maintenance, and facilities operations.
Partner with Production Operations leadership to ensure HSE considerations are embedded in daily activities, maintenance work, and facility projects.
Provide visible, hands-on HSE support during critical or high-risk operations.
Lead and champion efforts to eliminate significant personnel and process safety events.
Regulatory Compliance & Risk Management
Ensure compliance with all applicable HSE regulations, company policies, and standards.
Support hazard identification processes, including JSAs and risk assessments, and ensure effective mitigation planning.
Lead/support incident investigations, including root cause analysis and corrective action tracking.
Culture Building & Field Engagement
Maintain strong presence in the field across multiple basins to reinforce HSE expectations and behaviors.
Build trusted relationships with supervisors, operators, and contractors to drive engagement and accountability.
Promote a culture of open reporting, including near misses, hazards, and improvement opportunities.
Contractor Management
Support contractor HSE qualification, onboarding, and performance monitoring for production-related activities.
Ensure contractors consistently meet Crescent’s HSE expectations and standards.
Training & Mentorship
Support development and delivery of HSE training programs for employees and contractors.
Mentor and develop HSE personnel to strengthen field capability and build a sustainable talent pipeline.
Performance Benchmarking & Continuous Improvement
Track and analyze HSE performance metrics for production operations.
Identify trends, risks, and opportunities, and implement targeted improvement initiatives.
Drive consistency and standardization of HSE practices across basins.
Emergency Preparedness & Crisis Response
Support emergency response planning and execution for Production Operations.
Participate in drills and serve as a key HSE resource during incident response.
Education / Experience:
10+ years of HSE experience in upstream oil and gas, with strong exposure to production operations.
Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or related field preferred.
Experience supporting multi-site or multi-basin operations is preferred.
Demonstrated experience leading HSE programs in field-based environments.
Skills & Competencies:
Strong working knowledge of HSE/Operations Management Systems, with experience implementing, executing, and advancing system maturity.
Proven ability to support the design, implementation, and continuous improvement of scalable, results-driven HSE programs.
Expertise in hazard identification, risk assessment, and mitigation planning, with strong understanding of production, maintenance, and facilities risk profiles.
Strong working knowledge of regulatory frameworks including OSHA, EPA, DOT, and applicable state agencies (e.g., Texas Railroad Commission, Texas Commission on Environmental Quality).
Ability to effectively engage field personnel, build trust, and reinforce company values.
Strong incident investigation and root cause analysis capability.
Effective communicator with strong cross-functional collaboration skills.
Ability to manage competing priorities and drive behavioral and cultural change across a distributed organization.
Experience managing contractor HSE qualification, onboarding, and performance.
Ability to support development and delivery of impactful HSE training programs.
Data-driven mindset with the ability to leverage metrics and leading indicators to drive performance improvement.
