JOB TITLE: HMAR Program (Highly Mobile & At-Risk) Caseworker
DUTY DAYS: 205 DAYS

STARTING SALARY:
PRIMARY PURPOSE:
Assist the Highly Mobile & At-Risk (HMAR) Student Program to meet local, state, and federal policies. Work under the supervision of HMAR Coordinator and HMAR Counselor.
QUALIFICATIONS:
Education / Certification:
- High School Diploma
- College Associates
SPECIAL KNOWLEDGE/SKILLS:
Knowledge of general technology systems
- Must be able to work effectively and efficiently with many people (parents/guardians, campus staff, district staff and community partners)
- Microsoft Suite (Word, Excel, Power Point, SharePoint, Outlook, Teams and Loop)
- Bilingual (Written and oral communication in Spanish)
- Software: Skyward, SharePoint/TEAMS
MAJOR RESPONSIBILITIES AND DUTIES:
- Administrative & Technical Responsibilities
- Manage Microsoft Suite applications, including SharePoint and shared drive organization.
- Oversee the Campus Referral Process and maintain accurate, compliant documentation.
- Complete PEIMS coding in accordance with Texas Education Agency (TEA) standards.
- Attend TEA and Region IV TEHCY Trainings
- Process payroll for HMAR staff
- Manage grant-related purchasing, printing orders, and documentation across all assigned programs.
- Prepare journal entries for student tuition vouchers.
Process transportation payments for contracted service providers.
- Grant & Financial Management
- Administer and manage grant funds for Federal, State and Local grant.
- Ensure proper financial tracking, shadow budget, allowable expenditures, and compliance with federal, state, and district requirements.
- Collaborate with Accounting, Finance, Grants, Payroll and Purchasing Departments to support budget and grant management processes.
- Maintain physical and digital files, reports, and documentation required for auditing and compliance.
- Case Management
- Work closely with Attendance Clerks, Campus Case Managers, and school counselors to provide technical support for enrolling highly mobile students.
- Support the HMAR Team with campus and regional dispute resolutions.
- Gather and prepare documentation for Residency Verification files.
- Maintain supplemental service requests and ensure auditable documentation.
- PEIMS & Data Integrity
- Collect and submit PEIMS data in alignment with TEA's PEIMS Data Standards.
- Work collaboratively with campus and district personnel to organize, validate, and prepare PEIMS submissions according to state deadlines.
- Transportation
- Manage Emergency Transportation for McKinney-Vento Students.
- Assist HMAR Coordinator with PISD McKinney-Vento School of Origin Transportation services.
- Manage and process payment process for supplemental transportation services.
- Collaboration, Compliance & Communication
- Maintain effective communication with colleagues, students, families, and community partners.
- Protect student and family confidentiality in compliance with district, state, and federal regulations.
- Attend regional and state TEA TEHCY training to remain current on program requirements.
- Comply with all local, state, and federal policies and compliance procedures.
