Job Description
General Purpose
To ensure Nokia's compliance with the Health and Safety local legal requirements as well as customer specific and internal Nokia requirements. The Quality Health & Safety Manager will have overall responsibility for H&S KPI on assigned projects by aligning with CT Head, CDM, project team and H&S MU lead on H&S activities.
Responsibilities
• Take ownership and lead the health and safety for the project and ensure all key H&S standards are implemented in projects.
• Define technical H&S requirements derived from project scope of works.
• Customer bid support with H&S documentation and SoC (Statement of Compliance)
• Review customer contract and ensure compliance with H&S requirements
• Conduct Risk Assessment and prepare risk register for project
• Review country legal requirements (get support of PS&S) and ensure compliance while executing project
• Project specific H&S plan prepared and circulated to project team and got final approval from CDM, and enabled with the team
• H&S Induction including Nokia Life Saving Rule done for all project team (Internals and ETLs)
• Ensure relevant training, medical certificate and PPE available for Nokia project team (Internal or ETL) as required
• Conduct Supervisor training for Nokia supervisors to equip them with required knowledge and authority to stop any H&S violations
• Support CDM for HRPIA and supplier for SMA along with PS&S team
• Check H&S requirement part of the contract agreement for suppliers, if not get it included.
• Conduct H&S Induction including Nokia Life Saving Rule for Supplier key resources and attendance sheet available
• Attend project kick off meeting along with project team and Suppliers to explain H&S expectation
• H&S Plan received from Supplier, reviewed and approved
• Ensure supplier appointed dedicated H&S representative and maintain regular communication with him/her
• Communication with our team and Suppliers on Road Safety Standard, working at height FASTEN, Electrical, Lifting and Rigging, Nokia Life Saving Rules and Nokia Consequence Management Process.
• Receive, review and approve (or reject) the list of resources from suppliers including riggers and communicate back to supplier with a clear note that only approved resources allowed to work on Nokia site.
• Use Crewman, NDPd and NDPc tool for project H&S management
• Responsible for project H&S KPIs like AI PPE Lens, Crew check in with FRA, AI Hazard Lens. L2W and automation support
• Ensure strict implementation of SOPs for Working At Height FASTEN, Road Safety, Electrical and Lifting and Rigging
• Conduct Site Physical QHS Audit using NDPd, the audit result to be communicated to project team and suppliers and act for any violations
• Conduct weekly governance meetings with suppliers
• Prepare monthly H&S dashboard and circulate to project team and conduct CDM level review meetings
• Provide consultation and support for any H&S issues raised by project team
• Report any accident/incident and support investigation
• All H&S documents uploaded in SharePoint
• Plan and conduct periodic lessons learned and root cause analysis workshops
• Support ISO Management System standards audit (ISO 45001, ISO14001 etc.) • Responsible for internal networking and communications
• Accountable for creation of project H&S plan and its management for installation workmanship quality in line with Nokia guidelines and for its implementation
• Responsible to be trusted advisor on local regulations in terms of Health and Safety, Security Environment.
• Accountable for training content relevant to H&S of project in line with solution, contract and local and customer regulations

Knowledge & Experience
• Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Science, Telecommunications, or related field with 6–10+ years of experience in telecom project HSE/QHS management, including at least 3 years in a senior or leadership role.
• Strong experience in ensuring compliance with local health & safety legislation, customer requirements, and Nokia internal standards across telecom rollout and installation projects.
• Proven ability to develop, implement, and manage project-specific Health & Safety plans, risk assessments, and risk registers aligned with contractual and regulatory requirements.
• Strong expertise in conducting and enforcing HSE audits, site inspections, and compliance checks, including use of digital tools such as Crewman, NDPd, NDPc or equivalent HSE systems.
• Experience in managing supplier and subcontractor HSE compliance, including approval of personnel, safety inductions, PPE requirements, and enforcement of Nokia Life Saving Rules.
• Ability to define and validate technical HSE requirements derived from project scope, including working at height, electrical safety, lifting and rigging, and road safety standards.
• Strong capability in delivering and overseeing HSE training programs, including supervisor training, site inductions, and supplier safety awareness programs.
• Experience in managing HSE KPIs and reporting dashboards, including tracking incidents, hazards, PPE compliance, and safety performance metrics.
• Strong leadership in conducting weekly governance meetings with suppliers and monthly HSE performance reviews with project and CDM stakeholders.
• Experience in incident reporting, investigation, root cause analysis, and corrective action implementation.
• Strong understanding of ISO standards (ISO 45001, ISO 14001) and ability to support internal and external audits.
