What does a Program Administrator 2 - IT do?

  • Relieves Deputy Director (Chief Information Officer) and Assistant Deputy Director of a variety of difficult administrative duties

  • Works with ITS Management to prepare and administer budget

  • Establishes and oversees maintenance of fiscal controls

  • Works with ITS Client Services and ITS Systems Management to ensure all ITS assets are tracked in the central ITS asset management system, inventoried annually, and appropriately salvaged on a regular basis

  • Reports all ITS budget and procurement activities weekly to CIO and Deputy CIO

  • Works with software suppliers, software application owners, and Fiscal to effectively determine software supplier risk and privacy assessment thresholds, track details related to software licensing and renewals, and manage additional information needed to complete procurement and renewal requests

  • Manages the division’s timekeeping reconciliation process in coordination with all ITS managers

  • Prepares timesheet accuracy and completeness reports for CIO and Deputy CIO

  • Reviews and manages staff augmentation vendor invoices against submitted consultant timesheets

  • Trains, mentors, and oversees designated backup staff for timekeeping duties to ensure continuity of operations

  • Develops, analyzes, and distributes administrative information such as budget summaries, training materials, program updates, and internal communications using approved ITS tools (e.g., DODD Insider, OhioBuys, Vector VMS, ServiceNow, Microsoft Office applications)

  • Serves as backup for CIO administrative workflows

  • Assesses work processes regularly and recommends improvements to enhance efficiency, accuracy, and customer service

  • Ensures all assigned processes are clearly documented and maintained

  • Supports the agency’s call for elevated levels of customer service and turnaround

  • Serves as back-up for other Program Administrators across the agency, as needed

  • Redirects any requests for Information Technology Services support to the ITS Call Center and/or submits an ITS Call Center ticket on behalf of a user

  • Performs other related duties, as assigned

4 years' training or 4 years' experience in business administration management science or public administration. 
OR
Completion of undergraduate core program in business administration, management science or public administration AND 2 years' training or 2 years' experience in supervisory, administrative &/or managerial position. 
OR
Completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file AND 2 years' training or 2 years' experience in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development. 
OR
1 year experience as Program Administrator 1, 63122. 
OR
Equivalent of Minimum Class Qualifications For Employment noted above

Hourly wage will be paid at step 1, unless otherwise specified by collective bargaining agreement or rules outlined in the ORC/OAC.

The final candidate selected for the position will be required to undergo a criminal background check. Rule 5123-2-02, “Background Investigations for Employment,” outlines disqualifying offenses that will preclude an applicant from being employed by the Department of Developmental Disabilities.

The final applicant selected for this position will be required to submit to urinalysis prior to the appointment to test for illegal drug use. An applicant with a positive test result will not be offered employment.
