The Role

The MEL Manager – Special Projects is responsible for designing, managing, and delivering high‑quality MEL initiatives linked to special projects. These projects are typically evaluations, reviews, studies, or learning initiatives that go beyond routine MEL and are undertaken to generate actionable insights to strengthen program quality, effectiveness, and strategic decision‑making. Special projects may include:

· Evaluations comparing the outcomes of different types of qualifications.

· Reviews of pilot projects.

· Ongoing monitoring and review of new program delivery modalities.

· Management of independent program-wide reviews.

The role ensures that learning from these special projects is:

· Methodologically sound and credible.

· Timely and decision‑oriented.

· Effectively translated into practical improvements across programs, strategies, and systems.

The position also plays a key role in:

· Supporting country teams, including MEL Country Coordinators, with in-country MEL processes. This may include providing surge support to country teams when needed. 

· Embedding a culture of evidence‑based learning, reflection, and adaptive management across the organization.

Roles and Responsibilities

The Manager for MEL Special Projects will be responsible for the following.

· Lead the design, planning, and implementation of special MEL projects. This includes:

o Developing project scopes, theories of change and evaluation questions.

o Selecting appropriate qualitative, quantitative, and mixed methods.

o Leading data collection, analysis and report drafting.

o Facilitating learning and sense-making processes, including reflection workshops and management discussions.

o Translating special project findings into clear, practical learning products.

o Managing external or independent evaluations, when needed.

· Support MEL processes in Pacific Australia Skills regional and country teams. This includes:

o Organizing or facilitating learning and reflection processes.

o Building capacity of country teams to implement our MEL system.

o Contributing to the continuous improvement of organizational MEL approaches, tools, and guidance based on lessons from special projects.

o Providing MEL surge support to country teams, as needed.

Note that regular travel to Pacific Australia Skills’ partner countries will be required.

Selection Criteria

Essential Experience and Knowledge

· Qualification in Monitoring and Evaluation, Social Sciences, Development Studies, Public Policy, or a related field, or equivalent professional experience.

· Significant experience (5+ years) designing and managing evaluations, reviews, or learning initiatives that are utilization-focused and decision-relevant.

· Strong understanding of evaluation methodologies, including qualitative, quantitative, and mixed‑methods approaches.

· Demonstrated ability to synthesize complex findings into clear, practical insights and recommendations.

· Strong facilitation skills, including leading reflection, learning, and sense‑making processes.

· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

Desirable Requirements: 

· Experience working in international development, preferably on Australian Government-funded programs.

· Experience working or conducting research in Pacific Island Countries and Timor-Leste.

· Experience working across multi-country and/or multi-disciplinary teams.
