Salary
- Technology Salary Grade T21: $47.46 per hour; starting
Under the Fair Labor and Standards Act this position is non-exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System. Please see linked salary scale for the full range.
Role
The Network Administrator provides design expertise and technical direction for the IP telephony (LAN/MAN/WAN) systems infrastructure including requirements, planning and implementation of communications services for buildings and systems. This position also performs network related duties with a primary focus on VOIP and network administration.
Essential Functions
Reporting directly to the Supervisor of Network Infrastructure and Security, the Network Administrator (VoIP) performs the following duties:
- Manage the day-to-day operations of network infrastructure including VOIP, unified communications and telecommunications infrastructure including servers. This includes scheduling upgrades and maintenance that minimally impact core business and instructional functions. Performs off hour upgrades, installing patches, service packs, maintenance releases, troubleshooting, etc.
- Installs, configures, maintains and troubleshoots all network resources including telecommunications and network infrastructure, switches, IP protocols and connectivity, network sub-systems, and network communication links.
- Implements and maintains network security as mandated by state, county, and internal requirements. Performs routine network audits and vulnerability assessments, verifies network security compliance as directed by management.
- Performs multi-tiered incident, change management, problem resolution, and end-user support.
- Monitors faults, performance, and capacity issues; prepares remediation reports and documentation.
- Proactively researches, analyzes, identifies and resolves trends of utilization or errors and implement appropriate performance tuning and troubleshooting techniques.
- Continuously identifies opportunities for process and quality improvement and implements applicable technologies and/or process changes.
- Implement and configure telephony and network highly available infrastructure including design and test of fail-over services, fault tolerance, disaster recovery, load balancing, etc.
- Implement and configure systems management and proactive monitoring tools; troubleshoots and resolves identified telecommunication and network issues.
- Implement and oversee telecommunications backup systems. Protect all systems and end user data: schedule and maintain onsite and offsite backups, review backup logs, develop and maintain backup procedures, restore backups and configurations, document recovery plans and implement new backup technologies.
- Document all network administration processes and installation procedures.
- Interfaces with internal and external customers and vendors to determine communications infrastructure needs.
- Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
Other Functions
- Remain technically current and competent by learning new technologies and obtaining certifications as requested by management.
- Manage and oversee telecommunications bills and service agreements, manage purchasing of telecommunications and related equipment, open and work with TAC cases to resolve issues, creates, implements, and manages dial plans.
- Performs other duties as required.

Required Qualifications
- Associate's Degree in information technology, computer science, engineering or related field, or equivalent combination of education, certifications, or VOIP/IP technical experience.
- Four (4) years' full time experience providing network administration within a large scale converged Ethernet infrastructure including experience with VOIP administration and implementation, QOS configurations, VOIP protocols, IP call signaling and control, H323, SIP, etc.
- CompTIA Network+ certification; Avaya, Cisco or related IP telephony certifications.
- Minimum two (2) years' installing, troubleshooting, implementing, maintaining and building configurations on switches and/or routers.
- Experience with and ability to independently configure and troubleshoot Avaya CM, Avaya MM, Avaya Media Gateways, UCC and other Avaya related telecommunications infrastructure or Cisco CUCM, Unity, UCS, etc.
- Demonstrated experience and broad knowledge of routing protocols, switch protocols, TCP/IP, telecommunication protocols (IP), QOS, VLANs, ACL's, DHCP, DNS, TFTP, FTP, SNMP, SMTP, POE, etc.
- Demonstrated experience with network monitoring tools, preferably Solarwinds and WUG.
- Demonstrated experience performing and analyzing network packet captures using packet analyzers such as Wireshark.
- Demonstrated experience with and knowledge of Windows or Linus servers.
- Ability to work off-hours as needed/required.
- Demonstrated ability to work with minimal supervision.
- Demonstrated ability to independently and effectively complete work assignments and projects in a timely fashion.
- Capable of performing the essential functions of the position with or without reasonable accommodations.
- Regular and predictable attendance.
Preferred Qualifications
- Experience configuring, administrating, and troubleshooting unified communications technologies such as Microsoft Lync.
- Experience or good understanding of Microsoft Exchange mail servers and Active Directory.
- Knowledge of storage environment and how it interrelates with telecommunications infrastructure.
- Experience with implementing and configuring wireless VOIP.
- Experience with VMWare or other virtualization technologies.
- Experience implementing and administering VOIP and telecommunications high availability systems.
- Work experience in K-12 educational setting.
- Familiarity with the FCPS policies, goals and programs.
