Public Affairs Specialist (18-month Contract)
Job Description
The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
Responsibilities:
Develop, implement, and oversee comprehensive public affairs and policy advocacy strategies that align with organisational goals
Analyze legislative and regulatory landscapes, and monitor public sentiment and media narratives to proactively identify strategic opportunities, mitigate risks, and adapt advocacy tactics
Translate complex policy and strategic initiatives into accessible, persuasive messages customised to target audiences. Prepare policy briefs, presentations, and other communication materials to support advocacy and public affairs activities
Collaborate with internal departments to ensure consistent messaging and coordinated efforts
Cultivate and sustain strategic relationships with government officials, policymakers, regulatory bodies, and other key stakeholders
Requirements:
Degree holder in Public Policy, Political Science, Communications or related fields
Minimum 10 years’ relevant experience, of which at least 5 years in a management role in sizeable organisations
Solid experience in handling government processes, legislative and regulatory environments
Owns a strong media network with proven ability to pitch stories effectively to maintain favourable media coverage
Possesses deep awareness of political dynamics and media landscapes to foresee potential reactions and devise pre-emptive strategies to shape narratives and mitigate risks
Strong project management skills with experience in coordinating multi-stakeholder initiatives
Highly resilient and adaptable to work in a dynamic and politically sensitive environment
Strong communication skills with the ability to communicate effectively and tactfully, and establish rapport with all levels of staff
Excellent command of verbal and written Chinese and English
