Northrop Grumman Mission Systems (NGMS) is seeking a Manager Electronics Engineering 2 in Baltimore, MD.

This role leads an established, multidisciplinary team of Test Design Engineers delivering test solutions for our Subsystem Factory. It is a dual‑capacity position.

  • 20% – Functional Management – People management duties: team meetings, regular one‑on‑ones, career development, performance management, employee engagement, and driving section‑level objectives.
  • 80% – Technical Execution – hands‑on work: hardware and software development of test solutions, steering the team through technical challenges, and serving as a direct technical contributor.

The position demands strong leadership, decisive people‑management, and deep technical involvement to ensure mission‑critical program success

Candidate MUST be a US Citizen and have a current Active Secret government security clearance.

This position is on-site only.

Key Roles & Responsibilities

  • Lead a team of 10‑15 technical staff in a management capacity.
  • Ensure engineering processes and procedures are followed and continuously improved.
  • Develop technical staff through training, mentorship, and performance coaching.
  • Execute as a direct contributor or technical leader, providing hands‑on support to the team.
  • Partner with program management to track execution, report status, and deliver technical leadership.

Basic Qualifications:

  • Bachelor's degree and 8 years of relevant experience; 6 years with a Master's; 4 years with a PhD
  • Current, Active Secret (or higher) security clearance
  • Proven experience in both people‑ and technical‑leadership roles (program or functional).
  • Fundamental knowledge of RF, digital, and power testing
  • Basic understanding of Earned Value Management
  • Working knowledge of engineering staffing, metrics, training, resources, processes, and tools
  • Strong organizational, interpersonal, and communication skills (written & verbal) – able to influence at all levels

 Preferred Qualifications:

  • Ability to obtain and maintain a Secret (or higher) clearance
  • Experience in production testing RF, digital, and power products
  • Experience as Technical Lead, Integrated Product Team (IPT) Lead, or other demonstrated leadership role to a program office
  • Previous functional management experience
  • Active TS/SCI clearance

Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
