Estimation Engineer

Exciting Opportunity for Estimation & Proposal Engineer – Oil & Gas / Fabrication Projects!

Are you a detail-oriented engineering professional with strong estimation and commercial acumen? We are looking for an Estimation & Proposal Engineer to prepare accurate and competitive cost estimates and proposals for fabrication and oil & gas projects. This role is critical in supporting business growth by ensuring commercially sound bids, effective stakeholder coordination, and successful project handovers from tender stage through contract award.

Key Responsibilities:
• Review enquiries received from the Commercial Manager and/or Head of Estimation & Proposal.
• Evaluate enquiry documents, specifications, drawings, and scope of work, coordinating with clients to clarify technical and commercial requirements.
• Prepare scope summaries and support BID/NO BID evaluations for management approval.
• Review contractual terms and conditions and prepare commercial deviations and qualifications in coordination with the legal team.
• Develop detailed cost estimates based on project scope, BOQs, drawings, and engineering specifications.
• Perform material take-offs (MTOs) and prepare cost breakdown structures for labor, materials, equipment, and subcontracted works.
• Develop pricing models considering productivity rates, resource requirements, and project schedules.
• Coordinate with internal departments and subcontractors to obtain complete and accurate cost inputs.
• Obtain, evaluate, and technically assess supplier and subcontractor quotations.
• Support commercial negotiations to achieve competitive and commercially viable pricing.
• Coordinate with Procurement to ensure compliance with approved vendor lists and commercial policies.
• Liaise with Engineering, Planning, QA/QC, HSE, Finance, Procurement, and Project teams to gather technical and commercial inputs.
• Participate in bid review meetings and proposal strategy discussions.
• Prepare technical clarifications, commercial deviations, and responses during the tendering stage.
• Compile complete proposal submissions, including estimates, assumptions, exclusions, and commercial terms.
• Submit estimates and proposals for internal review and approval.
• Prepare and submit final proposals to clients.
• Review purchase orders and contracts upon award to ensure alignment with approved proposals.
• Identify contractual deviations and coordinate clarifications with relevant stakeholders.
• Prepare project handover documentation and release handover checklists to project teams.
• Ensure compliance with company policies, contractual obligations, and QHSE requirements.
• Perform any other duties assigned by management to support departmental objectives.

Requirements:
• Education: Degree or Diploma in Mechanical Engineering or Electrical Engineering.
• Experience: Minimum of 5–8 years of relevant experience in estimation and proposal preparation within fabrication, EPC, marine, or oil & gas projects.
• Skills & Abilities: Strong estimation, cost analysis, and pricing skills. Good understanding of contracts, BOQs, variation management, and commercial risk assessment. Ability to manage multiple tenders and work effectively under tight deadlines. Excellent analytical, communication, and coordination skills.
• Technical Knowledge: Familiarity with industry standards and codes such as ASME, ASTM, and API.
• Languages: Fluency in English is required.
• Technical Skills: Proficiency in MS Office and experience with estimation tools, spreadsheets, and commercial documentation.
