Job Description
The Engineering Manager plays a critical leadership role within the PDMC team, providing multidisciplinary engineering oversight across all technical workstreams within a major infrastructure programme.
The role ensures technical consistency, quality assurance, and alignment of engineering outputs across multiple contracts, while supporting integrated design delivery within a highly regulated, safety-critical and operationally sensitive environment.
Key Responsibilities
1. Engineering Leadership & Technical Governance
- Provide multidisciplinary engineering leadership across all technical workstreams under the PDMC commission
- Establish and maintain consistency in engineering approaches, technical positions, and coordination outputs across all disciplines
- Ensure robust governance of engineering decisions in line with project objectives and delivery requirements
2. Design Quality & Assurance Oversight
Oversee the consistency and technical quality of:
- Design reviews
- Engineering recommendations
- Coordination and integration outputs
Ensure all engineering deliverables are aligned with relevant codes, standards, and client requirements, including applicable Hong Kong Railway Standards and authority expectations
Support independent design assurance and compliance processes to ensure designs are fully coordinated, integrated and meet regulatory requirements.
3. Complex Engineering Issue Resolution
- Support the Design Manager and Quality Manager in resolving:
- Complex engineering issues
- Non-compliances and design deviations
- Cross-discipline conflicts and constructability concerns
- Review and endorse technical positions on major design departures, unresolved disputes, and authority-related submissions prior to escalation
4. Integration & Systems Coordination
Coordinate closely with System Integration, Requirements, RAMS, BIM and Package teams to ensure:
- Engineering outputs are aligned across all disciplines and contracts
- Technical requirements are clearly defined, tracked, and traceable
- System interfaces and operational constraints are appropriately addressed
Support multidisciplinary coordination to ensure all designs are fully integrated and consistent across the programme
5. Engineering Compliance & Standards Alignment
Ensure all engineering decisions and outputs align with:
- Project requirements and technical specifications
- Applicable Hong Kong standards and statutory requirements
- Authority approval processes and submission requirements
- Integrated design and system performance objectives
Maintain awareness of evolving standards and ensure consistent application across all packages
6. Risk, Constructability & Approval Readiness
- Provide technical oversight on risks related to:
- Design integration and constructability
- Safety and operational constraints
- Authority submissions and approvals
- Ensure engineering solutions are practical, buildable, and aligned with programme and staging requirements
7. Mentoring & Capability Development
- Provide technical mentoring, guidance, and direction to:
- Senior discipline reviewers
- Package leads and engineering teams
- Build strong engineering capability across the PDMC team, promoting consistency, rigor, and best practice
Key Requirements
Qualifications & Experience
- Degree in Engineering or related discipline
- Minimum 15 years’ experience in large-scale, multidisciplinary infrastructure projects
- Strong experience in design management, engineering assurance, and technical coordination
- Prior experience in complex, multi-system environments with stringent regulatory and safety requirements preferred
Technical Competencies
- Deep understanding of multidisciplinary design coordination (Civil, Structural, Building Services, E&M, and systems)
- Strong familiarity with engineering assurance processes, compliance reviews, and authority submissions
- Experience working within structured design integration and system coordination environments
- Knowledge of BIM-enabled coordination and digital delivery preferred
