Performs professional and technical human resources functions in support of compensation administration, classification activities, records management, and human resources operations. Provides guidance and assistance to employees, supervisors, managers, and external stakeholders regarding compensation policies, procedures, and applicable regulations. Ensures compliance with federal and state laws, agency policies, and established service level agreements while supporting compensation-related processes, data integrity, and operational efficiencies.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Serves as a Human Resources liaison by providing guidance, information, and assistance to employees, supervisors, managers, and customers regarding compensation-related policies, procedures, and practices.
Tracks, monitors, and processes compensation-related requests to ensure established service level agreements and deadlines are consistently met.
Creates, maintains, and communicates status updates regarding compensation requests and related personnel actions.
Reviews and updates job descriptions to ensure compliance with applicable federal, state, and local laws, regulations, and organizational standards.
Coordinates and processes Open Records Requests within established timelines, collaborating with Human Resources divisions and legal counsel as necessary.
Analyzes compensation operations, workflows, and business processes and recommends improvements to increase efficiency, effectiveness, and customer service.
Evaluates candidates’ education, experience, and qualifications to determine compliance with minimum position requirements and to support salary determination recommendations.
Coordinates and responds to compensation surveys, agency information requests, and external data requests.
Assists with the development, implementation, revision, and maintenance of compensation-related Standard Operating Procedures (SOPs) in collaboration with subject matter experts.
Reconciles, audits, and validates Human Resources data to ensure accuracy, compliance, and adherence to internal control measures.
Maintains confidential personnel, compensation, and organizational information in accordance with agency policies and applicable regulations.
Provides backup support and ensures continuity of operations during the absence of the Human Resources Specialist II – Compensation.
Participates in special projects and performs other duties as assigned.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, Industrial Psychology, Public Administration, or a closely related field.
Three (3) years of progressively responsible experience in Human Resources, compensation administration, personnel management, or a related field. To include experience utilizing the Enterprise Resource Planning (ERP) systems Workday and six (6) months of experience in salary administration, compensation analysis, classification, or related compensation functions.
Proficiency with personal computer (PC) and Microsoft suite of products which include but not limited to Excel, Word, PowerPoint, SharePoint, and Forms.
Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
