Job Description
This candidate should have demonstrated experience supporting the Naval Sea Systems Command (NAVSEA), one of the Warfare Centers, or other similar organizations and has a working knowledge of acquisition, modernization, and their life-cycle support processes. The ideal candidate will understand NAVSEAs role as the engineering authority for Hull, Mechanical, and Electrical (HM&E) systems, including machinery control systems, propulsion, electrical distribution, auxiliary systems, and related shipboard technologies. The candidate must be familiar with fleet support across multiple ship classes, including future platforms such as DDG(X) or BB(X) and possess experience in managing RDT&E and in-service engineering. The position requires the ability to guide PMs contracting and navigating challenges with NAVSEA Program Executive Offices, Warfare Centers, industry partners, and fleet stakeholders to deliver modernization and obsolescence management solutions in compliance with Navy technical standards, cybersecurity requirements, and operational readiness objectives.
- Provide supervision and mentoring for GreenXT program managers within the Navy In-Service Engineering Business Area. This includes oversight of contract execution of 5-8 programs (contract execution includes deliverables, CPAR responses, hiring/staffing, customer relations, managing funding, budgeting and tracking revenue/profit/growth metrics).
- Support business development efforts within the Navy In-Service Engineering Business Area by partnering with GreenXT’s Business Development Division. This support includes new customer acquisition, forecasting new opportunities, capture management, and proposal development).
- Prepare/manage and execution new contract transition plans to manage contract proposals from pre-award to post-award execution.
- Maintain customer relations in support of the business area. Utilize in-person engagements to support company goals.
- Use and enhance personal network to identify new business areas and key hires.
- When needed, perform technical and programmatic oversight of contracts in direct support of the customer.
- Act as contract program manager on one or more contracts under the business area.
- Collaborate to execute and grow contracts, enable technical and programmatic synergies, promote strong customer relations, and develop new business.
- Report on Business Area status and metrics to C-suite and Division Leadership including the Operations and Business Divisions.
- Travel as required to support customer engagements and business development activities (estimated 10% travel)
- Active Secret Clearance or the ability to obtain a Secret Clearance.
- Bachelor’s Degree required. Bachelor of Science Degree in Engineering or technical field from an accredited college or university is desired but not required. Relevant knowledge, skills and experience will be considered in lieu of degree.
- Ten (10) years’ industry experience required. A minimum of 5 years’ experience in contract program management with responsibilities for major projects or program level management of contractors/subordinates. Working knowledge of the Naval Sea System Command, Naval Surface Warfare Center and Fleet organizations is desired. Experience in management with responsibilities for Navy contract financial management, tracking and fiscal oversight of program funding including knowledge of Navy funding appropriations and the planning, programming, budgeting, and execution process.
- Knowledge, understanding and experience with programs/technical areas under the Navy’s In-Service Engineering Agents (NSWCPD) in either controls/networks/cyber or propulsion, auxiliary, logistics and modernization business areas. Subject Matter Expertise in a Navy ship Hull, Mechanical, and Electrical system is a plus.

- Existing relationships within NSWCPD is a plus.
