GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services.  We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

TxDMV is seeking a highly experienced Portfolio Project Manager to lead oversight, governance, and coordination of the Registration and Title System (RTS) Modernization Program. This initiative represents a large-scale technology and business transformation and is designated as a Major Information Resources Project (MIRP) under Texas statute.

This position will provide highly advanced strategic leadership across a portfolio of interrelated projects, ensuring alignment with TxDMV’s mission, enterprise objectives, statutory requirements, and statewide technology oversight expectations. This position serves as a senior advisor to executive leadership and key stakeholders and reports directly to the Chief Information Officer and Executive Director in a dual reporting role. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Provide end-to-end portfolio management oversight for the RTS Modernization Program.

Establish, maintain, and govern the strategic portfolio plan aligned with TxDMV’s mission and statewide objectives.

Ensure compliance with all MIRP requirements, including reporting, governance, and oversight standards.

Monitor and manage portfolio performance across scope, schedule, budget, quality, risks, and benefits realization.

Develop and maintain integrated portfolio schedules, budgets, and performance metrics.

Identify, assess, and mitigate portfolio-level risks, issues, and dependencies.

Prepare and deliver executive-level briefings, reports, and presentations for leadership and oversight bodies.

Ensure alignment between technology delivery and business process transformation initiatives.

Oversee vendor performance, contract execution, and service delivery associated with the portfolio.

Represent TxDMV in executive forums, interagency coordination efforts, and stakeholder engagements.

May travel up to 20% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Advanced knowledge of portfolio, program, and project management methodologies and best practices.

Strong understanding of large-scale system modernization and enterprise technology transformation.

Ability to influence stakeholders and drive outcomes without direct authority.

Exceptional analytical, problem-solving, and risk management skills.

Strong leadership, organizational, and strategic planning capabilities.

Excellent written and verbal communication skills, including executive-level presentation experience.

Ability to manage competing priorities and operate effectively in a complex governance environment.

Skill in building relationships across business and technology organizations.

Ability to maintain the security or integrity of the infrastructure.

MINIMUM REQUIREMENTS

Education and Experience

Graduation from an accredited four-year college or university with a bachelor’s degree in computer information systems, Business Administration, or a related field.

At least five (5) years’ experience managing large, complex portfolios of technology and business projects.

Must have a current Project Management Professional (PMP) certification or must obtain one within six months of employment.

To be hired and to continue to maintain employment, the applicant/employee must have the ability to maintain the security and integrity of the infrastructure.

PREFERRED REQUIREMENTS

Experience managing or supporting Major Information Resources Projects (MIRPs).

Experience managing large, complex portfolios of Texas state government technology and business projects.

Portfolio Management Professional (PfMP), or equivalent.

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
