[What the role is]
We are looking for an experienced and dedicated individual to be part of the team overseeing the operation and maintenance of Choa Chu Kang Operations Choa Chu Kang Complex, comprising Choa Chu Kang Cemetery, Crematorium, and Columbarium. In this role, you will play a key part in planning and executing enforcement activities to ensure compliance with facilities management requirements, house rules, and public health regulations across NEA-managed after-death facilities.As a key member of our operations team, you will lead enforcement operations, drive regulatory compliance, and work to reduce non-compliance and disamenities across the Complex. Your work will directly contribute to maintaining a respectful, well-managed environment for members of the public during their most difficult moments. You should be comfortable working in a dynamic operational environment and be committed to uphold high standards of public service.
[What you will be working on]
You will be responsible for the following:
- Develop and execute enforcement operational plans to ensure compliance with facilities management requirements, house rules, permit and licence conditions, and public health regulations across NEA-managed after-death facilities.
- Drive enforcement outcomes by preventing facility misuse and engage stakeholders to uphold consistent standards across all facilities within the Complex.
- Lead investigations into alleged breaches, assess evidence, and recommend appropriate enforcement actions in line with regulatory requirements.
- Monitor and address facility misuse, including cleanliness violations such as illegal dumping and littering, to minimise disamenities to bereaved families and other facility users.
- Conduct regular inspections and surveillance operations, and evaluate technological solutions, including video analytics and noise detection systems, to strengthen monitoring capabilities.
- Collaborate with internal departments, headquarters, and external agencies to align enforcement frameworks, and handle public feedback, enquiries, and appeals professionally and sensitively.
- Prepare reports for Senior Management, perform duties during special festivals and peak periods, and contribute to other project work and continuous improvement initiatives as required.
[What we are looking for]
Requirements:
- Strong leadership capabilities with experience in managing a team
- 5 to 8 years of experience in regulatory enforcement, compliance, or investigation roles, preferably within public health, environmental, or facilities management environment
- Proven experience in planning and managing enforcement operations, preferably within public health, environmental, or facilities related regulatory environment
- Cultural sensitivity and awareness, given the diverse nature of after-death service users
- Good writing, communication, and interpersonal skills
- Good organisational and administrative skills
- Proficient in Microsoft Office applications
- Comfortable with enforcement work and able to remain composed and professional when managing conflicts with non-compliant individuals
- Willing to work in an after-death care service environment, including on weekends, public holidays, and after office hours when required
