Job Description:

To provide overall project management, technical oversight, and day-to-day coordination of the World Vision Lesotho SADP II Cluster Matching Grants project. The Project Coordinator will serve as WVL's primary liaison with the SADP II Project Management Unit (PMU), lead a multi-disciplinary field team, oversee the full matching grants cycle from sensitisation through disbursement to reporting, and ensure timely, high-quality, and compliant project delivery in alignment with WVL and IFAD/SADP II standards. The Coordinator brings a horticulture technical background to provide substantive oversight of horticulture value chain commodity groups, which represent a significant portion of the project portfolio.

Key Outputs / Responsibilities

Overall project management, coordination, and stakeholder liaison 30%:

•  Serve as the primary point of contact between WVL and the SADP II PMU, maintaining regular communication through monthly progress meetings, shared data platforms, and joint field visits.

•  Manage the project workplan, budget, and risk register; ensure activities are delivered on schedule and within approved budget.

•  Lead, supervise, and provide day-to-day guidance to project staff including the MEAL Officer, Procurement & Admin Officer, Accountant, and Project Assistants.

•  Coordinate with district agricultural offices, commodity associations, financial institutions, and relevant government and private sector stakeholders.

•  Maintain a stakeholder coordination matrix and manage the project's complaint and feedback mechanism.

•  Manage project risks and implement adaptive management decisions in consultation with the Integrated Livelihoods Coordinator.

Technical oversight of grant application review, selection, and horticulture value chain support 25%:

•  Review and quality-check all commodity group grant applications before submission to SADP II, with particular depth of technical review for horticulture commodity groups (vegetables, fruit, potato, and other horticultural value chains).

•  Provide substantive technical feedback on horticultural production, post-harvest handling, cold chain infrastructure, grading and packaging systems, and market linkage strategies.

•  Support the application preparation workshop for the project team, ensuring horticulture-specific grant guidelines and compliance requirements are well understood.

•  Coordinate needs and environmental assessments and ensure findings inform application quality and investment decisions.

•  Oversee communication of selection outcomes to successful and unsuccessful applicants.

Oversight of grant disbursement, financial management, and procurement compliance 20%:

•  Oversee contract signing and orientation of awarded commodity groups and lead firms.

•  Ensure dedicated bank accounts with dual signatories are established prior to disbursement.

•  Review and approve procurement plans, internal financial controls, and Detailed Implementation Plans (DIPs) before recommending disbursement.

•  Ensure grant disbursement follows the single-tranche or milestone-based approach as determined by investment size and risk.

•  Liaise with the Accountant on financial reporting, budget-versus-actual analysis, and timely identification of any financial irregularities.

Monitoring, evaluation, reporting, and learning 15%:

•  Oversee the project MEAL system and ensure monitoring data is collected, verified, and entered into WVL's MEAL platform in a timely manner.

•  Consolidate and submit quarterly and final narrative and financial reports to SADP II in compliance with reporting requirements.

•  Facilitate quarterly internal reflection sessions to review implementation progress, identify bottlenecks, and agree on course corrections.

•  Ensure case studies, human interest stories, and lessons learned are documented and included in reports.

•  Coordinate the mid-project structured learning review with SADP II and commodity group representatives.

Gender mainstreaming, safeguards, and inclusion 10%:

•  Ensure at least 40% of direct grant beneficiaries are women-led commodity groups and that gender-disaggregated data is applied across all reporting.

•  Integrate WVL's gender-sensitive approaches into training, facilitation, and grant review processes.

•  Ensure all investments are subject to environmental and social screening aligned with IFAD's safeguards policy.

•  Operationalise and oversee the project complaint and feedback mechanism, ensuring all complaints are logged and responded to within 10 working days.

Qualifications, Knowledge, Experience & Technical Skills

•  Bachelor's Degree in Horticulture, Crop Science, Agriculture, or a related field. A postgraduate qualification in Agricultural Development, Project Management, or Agribusiness is an advantage.

•  Minimum 4–5 years of progressive experience in agricultural project management, value chain development, or livelihoods programming.

•  Demonstrated technical knowledge of horticulture value chains, post-harvest management, and market systems in Lesotho or the southern Africa region.

•  Experience managing multi-stakeholder grants or matching grant mechanisms, preferably under IFAD, USAID, EU, or similar donors.

•  Proven ability to lead and manage field teams and deliver results under tight timelines.

•  Experience with MEAL systems, digital data collection, and donor reporting.

•  Proficiency in Sesotho and English (written and spoken).

•  Valid driver's licence.

Knowledge/Technical Skills

•  Advanced technical knowledge of horticultural value chains (vegetables, fruit, potato, and related commodities), post-harvest infrastructure, cold chain systems, and market integration.

•  Project cycle management skills including workplan development, budget management, risk assessment, and reporting.

•  Ability to conduct application quality review and provide substantive technical feedback.

•  Strong facilitation, coaching, and team management skills.

•  Proficiency in MS Office suite; familiarity with digital MEAL platforms is an advantage.

•  Knowledge of IFAD, SADP II, or similar donor compliance requirements is desirable.

Working Environment / Conditions:

•  Mixed office and field: 60% office-based (National Office) and 40% field travel across all 10 districts of Lesotho.

•  On call: 10% availability during emergencies or critical project milestones.

•  Occasional evening or weekend work may be required during peak reporting or disbursement periods.
