Function prerequisite:
The Risk and Compliance Officer is responsible for providing support to the CO in undertaking actions that would enable easy execution of NPA MAD and other programs, especially in compatibility with the Ukraine legal framework. The role holder would indirectly report to the MAD Program Coordinator for MAD related activities in relation to the demining institutions. He/she will be aware of the Government Framework and would support easier access and liaising with various government bodies.
Responsibilities:
Specific duties and responsibilities:
- Provide legal support to ensure all measures and documents are prepared as per Ukrainian legislation.
- Provide support on internal control/mitigation design for new projects or processes.
- Provide support for risk prevention expertise to any legal/compliance incidents.
- Provide compliance checks/ audit reviews to provide assurance on key risk management controls’.
- Prepare documentation related to the registration of International Technical Assistance projects, certification of activities, or certification of technical assets under the relevant government departments and authorities.
- Provide support to international staff to secure required visas for entry into Ukraine.
- Support in implement the annual workplan of compliance / spot checks/audit reviews on key Management controls if asked by the SMT (e.g. field office audits, vetting spot checks
- Review/attend key control meetings/ process and ensure that they are working & provide specialist input E.g. attending kick off meeting
- Provide independent reporting of risk, incidents & investigation
- Support in reporting of risk versus appetite and management of escalations as appropriate
- Report incidents to MAD and DHC PMs or as necessary even to CD, that affect ability of an organisation to hit its objectives
- Support in fraud investigations

Required qualifications:
Education:
Must have:
- University Degree in Law or relevant field
- Great analytical ability
- Solid understanding of the Ukrainian legislation for the NGOs
- Excellent English written and verbal skills.
- Must be able to demonstrate strong writing and reporting skills.
- Knowledge of Ukrainian and good command of English language
Desirable:
- Previous successful NGO Legal experience
Experience:
Must have:
- At least 2 years of proven professional experience in the field of liaison or legal areas
- Experience in legal review
- Experience in working with various and diverse teams.
- Experience with Ukrainian Government entities and associated documentation processes.
- Excellent organizational skills and ability to create solid risk management plans
Desirable:
- Previous INGO work experience
Personal Competencies:
- Strong writing and verbal communications skills.
- Good cultural, networking, and interpersonal skills.
- Structured, with excellent organizational skills with the ability to plan and coordinate activities often within tight deadlines in a harsh environment
- Ability to work independently and with minimum supervision
- Ability and willingness to work and live under stressful and hazardous conditions
Additional Considerations:
The Risk and Compliance Officer is to abide by the policies and personal code of conduct by the Norwegian People’s Aid and represent the organisation in a loyal and responsible manner.
Willingness to travel at short notice, and often in difficult circumstances.
