Job purpose:
- Response to the current size and complexity of the Country Office (CO) where determined that enhanced financial capacity is necessary to adequately support the growing demands of ongoing programmes.
- Due to the increasing scale of operations in Ukraine and the need to ensure compliance with Ukrainian legal requirements, we would like to ask you to consider the creation of a dedicated accounting position within the Ukraine office structure.
- The position is based in Kyiv.
Responsibilities:
General responsibilities
- Maintain statutory accounting records in accordance with Ukrainian legislation and Ukrainian accounting standards.
- Ensure accurate and timely recording of accounting transactions in the Ukrainian local accounting software/system and recording consistency with Unit4/Agresso,
- Support compliance with local statutory reporting and accounting requirements applicable in Ukraine.
- Ensure compliance with statutory reporting deadlines established by Ukrainian legislation.
- Coordinate with other staff in financial department in obtaining of supporting documentation required for local accounting purposes.
- Support implementation and maintenance of local accounting processes, internal accounting controls, and compliance procedures.
Specific duties
- Ensure adherence to NPA and donor policies, guidelines and procedures in addition to adherence to relevant national and local legislation, especially local tax law and statutory reporting requirements.
- Prepare statutory financial statements and accounting reports required by Ukrainian legislation, including Balance Sheet and Profit & Loss Statement.
- Maintain fixed asset accounting, including registration, depreciation, transfers, disposals, and inventory reconciliation.
- Maintain quantitative accounting of inventory, supplies, and other material assets in accordance with local requirements.
- Perform foreign exchange difference calculations based on National Bank of Ukraine exchange rates.
- Maintain supplier and vendor accounting records, reconciliations, and supporting documentation required under Ukrainian accounting regulations.
- Record and reconcile all bank transactions for local statutory accounting purposes.
- Control completeness, accuracy, and proper archiving of accounting documentation in accordance with Ukrainian legal requirements and organizational procedures.
- Coordinate with local tax authorities, auditors, and external service providers within the scope of local accounting responsibilities.
- Assist SFO, DFM and FM during internal and external audits in-country and follow up on recommendations related to local accounting compliance.
- Monitor changes in Ukrainian accounting and reporting legislation relevant to the organization’s local compliance obligations.
- Provide practical recommendations to DFM and FM regarding improvements in local accounting processes, internal controls, and compliance procedures.

- Focus on local accounting and statutory reporting requirements and work exclusively within the Ukrainian accounting system/software environment.
- Conduct other duties as assigned by Line Manager and additional reporting lines.

Required qualifications:
Must have:
- University degree/diploma in Economics, Accounting or other Finance related field.
- Strong knowledge of Ukrainian accounting legislation, tax regulations, and statutory reporting requirements.
- Good computer skills, including MS Excel and other Microsoft Office applications.
- Experience working with Ukrainian accounting software/systems (e.g. Master, BAS, 1C or similar).
- Good command of Ukrainian language.
- Intermediate level of English (spoken and written).
Experience:
- Minimum 5 years of relevant professional experience in accounting, including experience as Chief Accountant or Senior Accountant.
- Experience in preparation of statutory financial statements and accounting reports in accordance with Ukrainian legislation.
- Experience with fixed assets, inventory accounting, bank reconciliations, and supplier accounting.
- Experience supporting internal and external audits.
- Experience in international organizations, NGOs, or donor-funded projects is considered an advantage.
Personal Competencies:
- Strong communication and interpersonal skills.
- Systematic and organized in approach, including accuracy, consistency, and attention to detail, tenacity, and the ability to work under pressure.
- Ability to meet deadlines and work calmly under pressure with limited supervision.
Additional Considerations:
Accounting Officer is to abide by the policies and personal code of conduct set by the NPA and represent the organization loyally and responsibly.
Any other task or duty as assigned by the line manager.
