Description
This position supports the federal government, and all applicants must be able to support work performed partially on-site in Pierre, South Dakota.
The FHIR API Developer plays a key role in supporting the Government’s ongoing mission by helping implement secure, compliant, and reliable health information exchange capabilities. This role supports cloud-hosted FHIR API services, data access workflows, SMART on FHIR application connectivity, and interoperability requirements tied to patient access, provider access, and payer-to-payer data exchange.
This position supports a Government healthcare program responsible for implementing interoperability and patient access requirements. The FHIR API Developer contributes to technical workflows that enable authorized members, providers, payers, and approved third-party applications to access health information in a timely, secure, and standards-based manner.
Responsibilities:
- Design and lead implementation of a cloud-hosted FHIR API server supporting FHIR R4 (4.0.1) or higher.
- Implement and support Patient Access, Provider Access, and Payer-to-Payer APIs.
- Develop and manage façade data models to deliver claims, encounters, clinical, and formulary data via FHIR standards.
- Apply industry implementation guides including CARIN Blue Button, US Core, Da Vinci, and SMART on FHIR frameworks.
- Design and implement secure authorization and identity workflows using OAuth 2+, OpenID Connect, and SMART on FHIR.
- Integrate API services with enterprise portals, data warehouses, and backend systems.
- Create, maintain, and publish comprehensive API documentation and technical resources.
- Support third-party developer onboarding, application registration, sandbox environments, and troubleshooting.
- Design administrative controls to manage, revoke, or restrict API access as needed.
- Ensure high system availability (target 99.9%), scalability, and secure cloud operations.
- Provide and maintain test environments for pre-production validation and enhancements.
- Continuously update systems in response to regulatory changes, CMS guidance, and evolving requirements.
- Leverage approved AI/LLM tools for coding, testing, documentation, and quality assurance with human oversight.
- Support incident response, root cause analysis, and resolution for production and testing issues.
Qualifications:
- Must be a U.S. Citizen.
- Bachelor’s degree or equivalent professional experience.
- Minimum five (5) years of experience in FHIR, HL7, API development, software engineering, or healthcare integration.
- Strong knowledge of FHIR R4+, HL7 standards, REST APIs, JSON, XML, and healthcare data exchange patterns.
- Experience with SMART on FHIR, OAuth 2+, OpenID Connect, and secure consent/authorization frameworks.
- Experience designing and supporting API gateways, developer portals, and sandbox environments.
- Ability to use AI/LLM tools for secure code generation, refactoring, testing, and documentation.
- Strong understanding of data privacy and security, including handling of PII and PHI.
- Excellent written and verbal communication skills with the ability to engage technical and non-technical stakeholders.
- Demonstrated ability to translate regulatory requirements into technical solutions.
- Strong attention to detail, system design quality, and maintainability.
