Job Description

Job Purpose

This role is responsible for implementing and enforcing security policies dictated by the CIAA as per international and national aviation security requirements.


Dimensions

The post-holder is responsible for the day-to-day coaching and mentoring of the Managers, Supervisors and Officers of the Airport Security Unit in order to maintain Airport Security and to ensure full compliance with the requirements of the National Aviation Security Programme and the Airport Security Programmes of the two International Airports, for the purpose of preventing acts of unlawful interference against civil aviation in the Cayman Islands.


Role and Responsibilities

  • Responsible for shepherding the pipeline of supervisory and management talent within the security department for upward mobility and succession planning;
  • Specific focus on mentoring for the leadership team of the Airport Security Department;
  • Charged with providing strong day to day leadership of the CIAA Security Department focusing on security management and safety, cost management and development of key stakeholder relationships;
  • Ensuring that the Security Department meets the standards and operational requirements in accordance with Air Safety Support International (ASSI) Overseas Territories Aviation Requirements (OTARs) and ICAO Annex 17;
  • Updating and maintaining internal aviation security documentation, including but not limited to:
    • Standard/Local Operating Procedures
    • Airport Security Program
    • Aviation Security Quality Management Systems
    • Security Management Systems
    • Airport Security Contingency Plan


  • Ensuring that best practice is followed in meeting and exceeding compliance requirements;
  • Formulate Airport Security policies and conduct periodic assessments of said policies in line with quality management procedures;
  • Maintain discipline and provide guidance within the Security team;
  • Assigning work, setting priorities, and reviewing, evaluating work and performance of supervisors and officers;
  • Overseeing completion of monthly rosters; approving leave; coaching and developing employees; implementing corrective or disciplinary actions;
  • Participating in internal briefings concerning security sensitive information and communicating with supervisors and officers regarding any weaknesses in the security screening process and making recommendations for improvements;
  • Providing assistance in tactical and strategic planning including development of deployment plans, investment analyses, capital budgets, and acquisition plans;
  • Ensures Managers and Supervisors execute quality controls and investigations in accordance with established procedures and report findings with recommendations to the appropriate management and/or regulatory authority;
  • With the authorization of the CSO, tests plans to deal effectively with any emergency situation at the airport in order to comply with international requirements and to minimize loss of life, damage to property or the disruption of airport services;
  • Maintains effective liaison with airport and other relevant airport partners and ensures that the activities of the airport security unit are coordinated with other relevant airport-related agencies;
  • Be familiar with and understand relevant international & national legislation and regulations dealing with the implementation of aviation and airport security policies;
  • Ensures Managers and Supervisors properly maintain the records of all relevant reported breaches of security policies, including acts of unlawful interference such as bomb threats, discovery of weapons and dangerous devices and report such breaches and recommendations for appropriate action to be taken;
  • In collaboration with the AVSEC Training Supervisor, designs & organizes appropriate training packages for all officers and induction within the Security Departments (ORIA & CKIA) to ensure compliance;
  • Encourages security awareness and vigilance by all persons working at the airports;
  • Carry out or delegate AVSEC Quality Assurance checks on a Daily, Weekly and Monthly basis in accordance with the CIAA Airport Security Quality Management Program.
  • To present security issues and recommendations to the CSO;
  • Ensures responsible management of the Aviation Security Quality Management System (ASQMS);
  • Ensures responsible management of the Airport Security Contingency Plan (ASCP);
  • Assist the CSO in conducting Performance Evaluations for the Security team;
  • Prepare an overall contingency plan for training and applications;
  • Assist in creating and implementing the Airport Police Unit;
  • To provide reports to the Chief Security Officer as required;
  • Additional duties as required from time to time in the event of an emergency situation or event.


Qualifications and Education Requirements

  • Possess airport/aviation specific certification such as UKDfT Level 3 certified, Experience in the police or other security organization is highly desirable.
  • Proven Supervisory/Management, organizational and customer service skills required.
  • UKDfT Level 3 & 5 cerification courses successfully completed.
  • Educated to the tertiary level would be ideal, with at least ten years’ experience at middle management level in an international airport.
  • Intimate knowledge and comfort in applying the UK National Aviation Security Programme
  • AVSEC Quality Management Systems, data collection and reporting as well as local aviation policies and procedures is a requirement.
  • Possess working knowledge of Security Secreening (passenger and hold baggage), emerging technologies and threats such as Drones, “touchless” systems, cyber security, inside rthreats, airport and airlines security programmes, emergency planning and Business Continuity
  • Emergency Planning & Business Continuity experience.
  • Detailed knowledge of the Airport Security Programme, and the Overseas Territories Aviation Requirements (“OTARs”) Part 178 and 179.
  • Extensive Knowledge of Airport and Airline Security Programmes.
  • Certification as an ICAO AVSEC Manager is essential.


Preferred Skills

  • Ability to function effectively under stress and while handling emergency situations essential.
  • The post-holder must possess the ability to plan and prioritise workload and assign or delegate to appropriate personnel.
  • Training supervisory and organizational skills required.
  • Ability to lead a small team.
  • Must have good interpersonal skills.

Assignment & Planning of Work

Duties are dictated by the day-to-day management requirements of the department. Additional duties may be directed from time to time by the Chief Security Officer or the CEO, in accordance with policy requirements.


Supervision of Others

Supervises security team as directed by the Chief Security Officer


Other Working Relationships

  • CIAA management and staff.
  • Liaison with the Airport Manager (CKIA) and Security Shift Supervisor (CKIA) with regards to technical security matters.
  • The post-holder may be called upon to liaise with other CIAA/govt sections, including Police, Immigration, Customs and Tenants especially during airport emergencies.


Safety Responsibilities

The post holder has the following general safety responsibilities:

  • To comply with the relevant safety requirements and procedures outlined in the pertinent Aerodrome Manual and/or any Appendices thereof, including CIAA Safety Management Manual (SMM) and other duly approved Manuals, Safety Directives, and Safety Advisories;
  • To apply system safety measures as required by safety management procedures and instructions;
  • To advise the Chief Security Officer of any security breaches or system failure and to identify and report any situation of potential risk or concern affecting system security
  • Supporting security audits as and when they occur;
  • Supporting security investigations as and when they occur; and
  • Complete an approved ICAO/IATA/ACI SMS Course or attend CIAA SMS Training Course each calendar year.

As per Section 4 .1 of the CIAA SMS Manual (Vol. 2)

Additional Notes

  • The Post Holder will report directly to the CEO with respect to the mentoring and development of the CSO. All other matters will be under the direct management of the Chief Security Officer.
  • The post-holder has authority for settling minor matters of dispute within the unit or between any officer in the unit and members of the public.
  • Enforcing airport regulations and security policies.
  • Maintaining a high standard of performance from officers on the team.


Conditions

Standard work hours. May be called out for duty in cases of emergency or special events. Monitoring/Mentoring of staff may include outdoor or after-hours activity.


The successful completion of mandatory training courses is a requirement for continued employment.
