Job Brief:


Position Summary: The Technical Manager, TB will manage the day-to-day implementation of technical activities for an anticipated large-scale, USG-funded program addressing early diagnosis and treatment of TB. S/he will work with the DOH to strengthen capacity of healthcare providers to implement systematic TB screening and case-finding and treatment referrals. S/he will work with DOH to enhance the capacity of health-system stakeholders at all levels to analyze, interpret, and apply TB surveillance data for program planning and decision-making.


S/he will provide technical inputs into project workplans and donor reporting, budgets, and project monitoring, evaluation and learning (MERL) in compliance with the requirements and regulations of the award. The Technical Manager, TB will implement the MERL plan including digital data collection, analysis and reporting of indicators and corresponding achievements. S/he will lead the analysis, interpretation, and reporting of routine project data and periodically document and share lessons learned, best practices, and other deliverables. S/he will actively participate in project coordination mechanisms.

Responsibilities:

Technical Delivery Services, Quality and Impact (60%)

  • Supports the recruitment of short-term TB consultants and manages their day-to-day scheduling to provide TB screening, treatment, and surveillance support to the DOH.
  • Develops and or refines TB screening, referral, treatment, and surveillance tools.
  • Track progress of project targets and deliverables, identifying issues/challenges that need to be addressed, and ensuring that technical reporting requirements are met in line with donor award.
  • Implement the technical delivery of MERL plan including quantitative and qualitative data collection, analysist and reporting of activity outputs/results for donor award reporting.
  • Coordinate with Project Director to provide CDC-required updates, including performance indicator target-adjustment requests.

Coordination and Collaboration: (25%)

  • Engage with other CDC projects and national stakeholders to exchange TB and MERL learning and promote synergy.
  • Participate in TB and MEL national coordinating bodies and forums.
  • Contribute to donor report drafts by documenting technical activities achievements in coordination with project team and headquarter Technical Business Unit team.
  • Works closely with project management and donor to organize periodic data review meetings with the various project stakeholders to ensure clarity and harmonization of activity progress to advance the project's learning agenda.

Monitoring, Evaluation Research and Learning: (15%)

  • Ensures the collection, entry, verification, analysis, and reporting of data on actual achievements against set objectives, highlighting emerging trends and providing clear reports on findings and conclusions.
  • Ensures data quality through regular data quality audits, verification, and validation of accuracy and reliability to inform decision-making.
  • Ensures that data integrity and security standards and procedures are in place and comply with national monitoring and evaluation guidelines, protocols, information systems, and reporting requirements.
  • Conduct analyses and contribute to the preparation of mandatory award performance reports under the guidance of the Project Director, with support from headquarters Program and Technical Business Units, as applicable.
  • Captures performance results (impact, outcome, and output) against indicators and ensuring that lessons learned are integrated into project implementation to continuously improve the quality of interventions and results.

Supervisory:

  • Pool of TB consultants.

Education & Experience:

  • Bachelor's with at least 10 years of experience working in a public health sector such as, monitoring, evaluation, and learning, and 5 years experience in TB control programs, or equivalent combination of education and experience in international health development; Master's desired.
  • Experience working with colleagues in a multicultural, multi-linguistic environment.
  • Proven track record of developing and maintaining strong working relationships with host country counterparts.
  • Experience working with US-based and international partners and or local (NGO/FBO/CBOs, universities and other technical institutions).
  • Previous experience working with CDC-funded projects and logical framework matrix in monitoring and evaluation is highly desirable.
  • Experience managing DHIS2 and other databases, proficiency in IT tools and MS Word, Excel, and PowerPoint.
  • Strong quantitative, qualitative, and analytical skills, and ability to present technical information clearly and effectively to technical and non-technical audiences.

Knowledge, Skills and Abilities

  • Strong working knowledge of international donor funding mechanisms (including grants, contracts, and cooperative agreements) required. CDC preferered.
  • Strong knowledge of TB prevention and care services.
  • Proven experience in data analysis using statistical and qualitative software.
  • In-depth knowledge of the political, social, and economic context and experience working in the Philippines are required.
  • Excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing in English.
  • Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Experience with Salesforce a plus.
  • Ability to work effectively both independently and as part of a team.
  • Demonstrated ability to lead the coordination of/collaborate on program implementation across multiple teams (between departments, between headquarters and country offices, etc.).
