The Advanced Airborne Sensor (AAS) (APS-154 Radar) Production Chief Engineer (CE) falls under the Naval Airborne Systems (NAS) Sub-Strategic Business Unit (SSBU) within the Advanced Sensor Programs (ASP) Portfolio.
The AAS Production Chief Engineer (CE) is responsible for managing all engineering activities in the successful execution of AAS Production contracts. This leadership role requires continuous engagement with the AAS Production Senior Director, the ASP and NAS CEs, program management and technical leads to successfully execute program and business priorities for the U.S. Navy customer. This role will manage the technical integrity and engineering execution across all AAS Production programs. The AAS Production Portfolio CE maintains the Engineering approval authority at the AAS Production program level, including Estimate at Completion (EAC), Gates and Engineering Program Reviews. The CE will also be responsible for establishing/maintaining an effective relationship with customer counterparts in the U.S. government including applicable technical leads with AAS Production product oversight responsibility.
This position is onsite in Plano, TX.
What You Will Do
Team with AAS Production Senior Director to effectively lead the execution of program contracts meeting business goals and objectives.
Work closely with ASP and AAS cross-portfolio leadership, program managers, proposal managers, section managers, and senior technical staff to plan, pursue and achieve specific program objectives, new business goals and high-level strategic objectives.
Lead, manage and direct a team of technical and cross-functional talent to execute engineering scope of multiple programs with a focus on technical, cost and schedule requirements.
Ensure technical integrity and sound engineering execution across all aspects of AAS Production programs.
Identify staff needs and collaborate with functional management to determine effective staffing assignments to maximize program execution progress.
Perform independent reviews of program execution including requirements reviews, design reviews, test readiness reviews, estimates of cost-to-complete and assessment of program risks, mitigation strategies, and opportunities.
Continually assess the state of AAS Production capabilities, research options for advancement and growth, perform technical and mission related trade studies, and make recommendations on a strategic path forward.
Contribute to and support the execution of product level technology roadmaps and strategies consistent with program needs and long-term business plans.
Work closely with ASP Technical Director, plan and integrate R&D technologies, capital, and technical road maps to expand business growth for AAS Production.
Ensure compliance with engineering development processes, AAS Production engineering effectiveness, support process improvements and seek continuous improvement.
Ensure compliance with Raytheon EXIM.
Lead and mentor junior engineering staff and Integrated Production Team Leads (IPTLs.
Ability to travel as needed to Raytheon manufacturing locations as well as key suppliers across the country.
Qualifications You Must Have
Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 12 years of prior relevant experience unless prohibited by local laws/regulations.
Experience providing technical leadership to cross-functional teams (including Engineering, Operations, Supply Chain, Security and Digital Technology) across a geographically dispersed workforce.
Experience in complex Production programs that utilize multiple suppliers and complex factory processes and procedures to yield advanced products.
Experience in estimate generation, program planning and schedule development.
Direct experience managing resources with multi-million-dollar annual budgets.
Experience engaging with suppliers on engineering technical and programmatic activities.
Experience overseeing the production life cycle as well as knowledge of key development activities such as requirements analysis, detailed Hardware and Software design, to system Integration and Test, verification/validation and fielding, in support of Production ECPs.
Experience in customer-facing roles with frequent interface with U. S. government customers.
Active and transferable Top Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
Expert knowledge in Intelligence, Surveillance and Reconnaissance (ISR) Radar domain, to include missions, capabilities, system architecture and hardware technologies.
Demonstrated experience across the product lifecycle, including concept development, architecture, design, integration, verification, and Production.
Experience as a Prime contractor to the U.S government.
Detailed knowledge of DoD acquisition processes.
Direct experience with Engineering Risk and Opportunity Management.
Possess a master’s degree in engineering, physics, or related discipline.
Excellent written and oral communication skills that can be tailored to the appropriate audience.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
