General Summary

Compensation: $41,280 - $55,308

Are you detail-oriented, customer-focused, and skilled at keeping financial records accurate and organized?

Oakland County is seeking a dependable and motivated Financial Services Technician I to support financial and accounting operations within the Treasurer’s Office. In this role, you’ll perform a variety of clerical accounting and bookkeeping duties, assist with billing and payment processing, maintain accurate financial records, and provide excellent service to internal and external customers.

What you'll do:

  • Process payments, post receipts, and maintain accurate financial and account records
  • Prepare bank deposits, reconcile statements, and assist with financial reporting
  • Post journal entries and maintain general and subsidiary accounts
  • Prepare billing notices, review accounts, and assist with payment arrangements when needed
  • Respond to customer and client account inquiries by phone and in person
  • Review and process invoices to ensure accuracy and compliance with procedures
  • Maintain organized financial records, reports, and documentation
  • Use County financial systems and software to support daily accounting operations
  • Assist with training and supporting less experienced clerical staff as needed

EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES

REQUIRED MINIMUM QUALIFICATIONS

  • Must be a high school graduate or have a certificate of successful completion of the General Educational Development Test.
  • Have had one (1) year of full-time bookkeeping and related clerical work experience which involved basic accounting or bookkeeping principles, utility billing which included customer service, or a closely related area. NOTE: One (1) year of coursework at an accredited college or university in a business curriculum which included at least two accounting classes, may substitute for the one (1) year of experience listed above.

ADDITIONAL DESIRABLE QUALIFICATIONS

  • Completion of an accounting or bookkeeping course covering basic accounting and bookkeeping practices.
  • Reasonable knowledge of modern office practices and procedures.
  • Reasonable knowledge of modern record keeping management and operations.
  • Reasonable ability to follow oral and written instructions.
  • Reasonable ability to perform standardized computations.
  • Reasonable ability to perform standardized computations using personal computer applications and keyboard.
  • Reasonable ability to make routine decisions in accordance with departmental policies and procedures.
  • Familiar with current word processing, spreadsheet, database, e-mail and Internet software.

      ESSENTIAL JOB FUNCTIONS

      • Posts standard and general journal entries. Prepares periodic financial reports summarizing transactions for the less complex accounts or funds for review by the unit supervisor.
      • Prepares bank deposit statements and daily reports of funds received and makes deposits in departmental bank accounts to ensure that accurate records for assigned funds are maintained.
      • Reconciles monthly bank statements with disbursement records and vouchers to correct errors in bank statements or accounting records.
      • Sends billings and routine invoices for intra-governmental funds. Credits amount received to established controls.
      • Demonstrates a proficiency with the computer system to establish, maintain, and/or post a variety of account information. 
      • Responds to client account related inquiries, following department policy regarding the release of account information.
      • Prepares and sends billing notices, collects payments, and posts receipts for various fees. Reviews accounts and when appropriate issues notices of delinquency and negotiates payment arrangements when necessary.
      • Communications by phone with representatives of agencies such as the County courts, State of Michigan, insurance or real estate companies and billing clients to determine client information and correct billing errors.
      • Prepares receipts and the least complex disbursement vouchers, and vouchers authorizing payment for various operating accounts to accurately record funds received or paid onto appropriate budgeted line item.
      • Posts to general and subsidiary accounts to ensure accurate records of accounting transactions within assigned unit funds.
      • Distributes costs to various operating accounts including payroll costs to ensure that accounts are charged for services and equipment as required.
      • Reviews routine invoices for determination of proper billing. Processes, checks, and assists others in processing invoices for intra-governmental funds in order to ensure correctness of detail and mathematical accuracy.
      • Makes standard and general journal entries to assigned moderately complex unit funds. Gathers required account information and prepares journal entries of routine nature.
      • Reviews, certifies, indexes and files alphabetically, numerically, or according to business matter, departmental documents, reports, and records.
      • Utilizes current Countywide and/or department specific software to complete assignments.

      SUPERVISION EXERCISED

      • May assist in the orientation and training of less experienced clerical employees and in providing ongoing assistance with technical and procedural problems encountered by these employees.

      ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS

      • Ability to communicate to accurately convey information.
      • Ability to perform mathematical calculations.

      WORKING CONDITIONS

      • Work is performed in a typical office environment.
