Description of Work

This position supervises the day-to-day operations of the Recycling and Materials Management Section (RMMS) to ensure that it is meeting the goals and objectives in the Department, the Division, and the Section's strategic plans. The position leads staff in the development of Section goals and work projects and coordinates employee and program activity. This position oversees the RMMS team that provides technical and financial assistance, conducts research, and pursues other activities to increase sustainable materials management and recycling infrastructure in North Carolina. The Section is responsible for developing and implementing projects, programs, and outreach efforts to address these challenges, including the creation of written technical assistance materials, workshops, and other services such as one-on-one on-site technical assistance to clients.

Key Responsibilities:

Builds cooperative relationships with NCDEQ regulatory agencies in support of recycling and sustainable materials management and the growth of North Carolina's circular economy.

Oversees the implementation of legislatively required activities in support of the growth of recycling infrastructure, waste reduction, and material recovery programs, including grant administration, annual data collection, management and analysis, and the delivery of other technical assistance.

Sets programmatic strategies and initiatives and identifies how to apply and leverage resources, policies, and other tools to achieve those goals.

Analyzes key programmatic metrics and data to inform strategic planning for the Section, Division, and Department.

Manages grant-funded activities, budget, and all reporting requirements.

Makes presentations to a variety of internal and external stakeholders on program strategies, initiatives, and grant and other performance metrics.

Recruitment Range: $67,122.00 - $93,550.00

 This position currently qualifies for a hybrid telework option with routine office and remote workdays. Minimum Education and Experience

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of progressive experience in environmental work; or an equivalent combination of education and experience.
