
Grants Compliance Manager
Job Description
The Grants Compliance Manager establishes and leads the Foundation’s grants compliance function, with responsibility for ensuring grant activities align with legal, regulatory, and funder requirements across the full lifecycle, from pre-award through closeout. This role builds and maintains the Foundation’s grants compliance infrastructure, including Financial Conflicts of Interest (FCOI) management, policy development, training, documentation standards, and audit readiness.
Reporting to the Senior Vice President of Franciscan Health Foundation, this position works in partnership with Grants Administration, Foundation Finance, Legal, program staff, and other stakeholders. The position also provides ongoing monitoring of compliance requirements, including tracking obligations, identifying risks, and supporting accountability for deliverables and responsible parties. The role designs and maintains dashboards and reporting tools that provide visibility into grant status, compliance requirements, and key milestones.

WHAT YOU CAN EXPECT
Lead the development and implementation of the Foundation’s grants compliance framework, including policies, procedures, and internal controls
Review grant proposals and agreements to assess compliance requirements and organizational readiness
Monitor grant requirements, terms, deadlines, and applicable regulations across the full grant lifecycle
Build and maintain centralized tracking systems, dashboards, and reporting tools to provide visibility into grant status, compliance requirements, and accountability
Maintain policies, procedures, and documentation standards in PolicyStat (or similar system)
Develop and maintain compliance templates, checklists, and standard operating procedures in collaboration with internal stakeholders
Conduct regulatory and FCOI reviews, including debarment/SAM checks and federal/state compliance screening
Coordinate grant-related audits and maintain audit-ready documentation and processes
Develop and deliver training, guidance, and tools to support consistent compliance practices across teams
QUALIFICATIONS
Bachelor's Degree - Required
Master's Degree - Preferred
5 years Grants compliance, grants management, audit, or related experience, including experience building or implementing compliance processes in a complex or regulated environment - Required
Experience applying federal and state grant regulations (e.g., Uniform Guidance 2 CFR Part 200) and conducting compliance review of grant proposals, agreements, and expenditures to assess allowability, allocability, and organizational readiness - Required
Experience managing Financial Conflicts of Interest (FCOI), subrecipient monitoring, and audit activities, including documentation, internal controls, and response coordination - Required
Experience building and implementing compliance processes, policies, and documentation standards in a regulated environment - Required
Experience collaborating across legal, finance, procurement, and program teams and using compliance systems or enterprise platforms (e.g., REDCap, Workday, PolicyStat, or similar) - Required
Experience in healthcare, nonprofit, or other highly regulated environments - Preferred
Experience managing grants across multiple funding sources (federal, state, foundation, corporate) - Preferred
Experience creating and supporting compliance training, education, or organizational change initiatives - Preferred
Experience navigating complex organizational structures and coordinating across multiple stakeholders - Preferred
Experience developing and standardizing processes to improve consistency, efficiency, and compliance - Preferred
