Stakeholder Manager – Dubai, UAE (Bilfinger)
Position Title: Stakeholder Manager
Location: Dubai, UAE
Department: Project Management / Engineering
Reports To: Project Director / Project Manager
Job Summary
The Stakeholder Manager will be responsible for developing and maintaining strong relationships with clients, government authorities, developers, contractors, consultants, and other key stakeholders to support the successful delivery of engineering and infrastructure projects. The role ensures effective stakeholder engagement, timely approvals, risk mitigation, and alignment of stakeholder expectations with project objectives. This role is commonly associated with large engineering, infrastructure, and PMC projects.
Key Responsibilities
- Develop and implement stakeholder engagement and communication strategies.
- Identify, map, and analyze project stakeholders and maintain stakeholder registers.
- Act as the primary interface between the project team and external stakeholders.
- Coordinate with Dubai authorities including municipalities, utility providers, and regulatory bodies to secure permits, approvals, and NOCs.
- Establish and maintain positive relationships with clients, consultants, contractors, and government entities.
- Facilitate stakeholder meetings, workshops, presentations, and progress reviews.
- Identify stakeholder-related risks and develop mitigation plans.
- Manage stakeholder concerns, issues, and conflicts to minimize project disruptions.
- Monitor project commitments and ensure timely follow-up on stakeholder actions.
- Prepare stakeholder management reports, dashboards, and executive updates.
- Support project teams in obtaining approvals and resolving interface issues.
- Ensure compliance with client, regulatory, and corporate stakeholder management requirements.
Qualifications
- Bachelor's Degree in Engineering, Project Management, Business Administration, or a related discipline.
- Master's Degree or PMP certification is an advantage.
- Minimum 8–12 years of experience in stakeholder management within engineering consultancy, PMC, infrastructure, transportation, utilities, or construction projects.
- Strong knowledge of Dubai authority approval processes and regulatory requirements.
- Experience working on large-scale UAE projects is preferred.

- Engineering consultancy or PMC environment.
- Infrastructure, transportation, utilities, water, energy, or urban development projects.
- Coordination with Dubai Municipality, RTA, DEWA, Etisalat, DU, and other regulatory authorities.
- Experience managing multiple stakeholders across complex projects.
