Reporting to the Director, Stakeholder and Industry Relations the Manager, Stakeholder Engagement Strategy leads the development and supports the execution of comprehensive stakeholder engagement strategies across some of NAV CANADA’s most critical relationships. The role orchestrates complex consultation processes, participates in cross-functional planning initiatives, and strengthen both internal understanding of stakeholder interests and external positioning of transformation initiatives projects that shape the future of air navigation services (ANS). This role combines strategic thinking with strong planning and position development, mapping and navigating complex stakeholder ecosystems (e.g., airlines, airports, industry associations, communities, and other partners) while driving collaborative solutions in a high demand environment. The role balances direct engagement as a voice of NAV CANADA with enablement of functional and program leaders who serve as spokespeople.Job Description

In this role you will:
- Advise internal project teams and Stakeholder & Industry Relations leadership on strategies that support service evolution, technology innovation, environmental objectives, and operational change.
- Translate stakeholder insights into clear strategic options, positions, and engagement pathways.
- Develop and implement stakeholder engagement plans for airlines, associations, airports, and community groups, ensuring alignment with technology innovation and service evolution initiatives.
- Oversee the community relations function that manage airspace change consultation processes and execution and public engagement strategies.
- Represent the Stakeholder & Industry Relations function in cross-functional planning activities, coordinating with communications, change management, and project management teams (amongst others).
- Manage and mentor a small team while fostering collaborative relationships across the broader organizational group.
- Coordinate government and media considerations by leveraging expertise from specialized teams and integrating their insights into comprehensive stakeholder strategies.
- Design and execute consultation frameworks that balance operational requirements with community concerns, environmental considerations, and regulatory compliance.

- Lead the development of key stakeholder-facing publications and products, managing cross-functional input and substantively contributing to production.
- Monitor stakeholder sentiment and emerging issues, translating insights into actionable strategic recommendations.
What you bring:
Education:
- Bachelor’s degree in communications, public policy, business, or related field.
Experience:
- 5-7 years of progressive experience in stakeholder relations, ideally within aviation, transportation, or regulated industries.
- Experience working with highly technical subjects across varied and sometimes differing stakeholder viewpoints.
- Experience managing consultation processes, including stakeholder outreach.
- Proven track record developing and executing multi-stakeholder engagement strategies in complex regulatory environments.
- Experience developing high-quality stakeholder-facing products and publications.
- Demonstrated experience in strategic planning and translating stakeholder insights into business recommendations.
Knowledge:
- Knowledge of the fundamentals of aviation operations.
- Knowledge of issues management and stakeholder relations interfaces and engagement sequencing; reputation and social-licence dynamics.
- Knowledge of data-informed engagement and record-keeping for auditability.
- Knowledge of cross-functional program delivery (PMO methods, change management, comms integration, risk management).

Working Conditions:
- This position is a hybrid position with a minimum 3 days per week on site.
