What’s the role
Trading & Supply (T&S) Organization is the principal trading, supply, distribution and shipping business within the Shell Group that, with approximately 5000 staff working in three Regions, globally, integrates a worldwide network of assets to serve our customers.
The T&S VP Engineering reports to the SVP Distribution Operations, leading a global team of 200+ Engineers, with full accountability on the Reliability and Integrity of all the asset base of Distribution Operations, as well as for Project Delivery. As such the T&S Engineering team is multi-disciplinary and Engineering Management, Discipline Engineering, Project Engineering, Project Services, Process and Technical Safety Engineering and many more disciplines are integrated into a highly efficient and performing team.
As part of the Energy transition, T&S Engineering will take also accountability on the project delivery and on the engineering support for the New Fuels (e.g. LNG, CNG, RNG) as well for the transformation program impacting the T&S asset base (e.g. refinery conversions).
In the above context the “Bamboo” project has been started in the Philippines, which entails the conversion into a terminal of the Tabangao refinery to support the Shell’s Marketing businesses that has a strong track record in the Philippines with accelerated growth plan.
With Shell’s Tabangao refinery being converted into a ‘refined products import terminal’, this provides an opportunity for Shell Pilipinas Corporation (SPC) to convert Tabangao to an Energy Hub; capitalizing on existing infrastructure to the advantage of all COBs. This eventually supports Shell and T&S aspiration of Energy Transition and Carbon reduction. As a result, it is expected that there will be growth opportunities within Tabangao that would be outside of the Bamboo opportunity and outside of the existing Tabangao facilities that will have to be matured.
Given the major project deployment in Tabangao with numerous interfaces (Bamboo, LNG, Tabangao Transition, Demolition, Tabangao Growth Projects and New Energies), the team has piloted Agile ways of working following the SCRUM framework. It is expected that the Tabangao Portfolio Project Engineer will act as SCRUM Master to support the portfolio deliver.
Tabangao Project Engineer will provide project engineering support to all projects within Tabangao.
What you’ll be doing
- Deliver Goal Zero by implementing T&S Construction Safety programs while ensuring projects are completed on time, within budget, and to required quality standards.
- Lead delivery of the Terminal Transformation model in Tabangao, maximizing integration of AMP execution and ensuring strong FEDM support through to execution.
- Deliver projects to top quartile performance benchmarks.
- Apply a multi-year project approach to optimize engineering management and contracting strategies, including design harmonization and vendor framework agreements.
- Act as SCRUM/Agile focal point and coach to drive agile adoption across the region.
- Promote continuous improvement, standardization, and best practice sharing across global and regional teams.
- Manage projects in alignment with the Opportunity Delivery Model (ODM) and Project Management Framework (PMF).
- Oversee project planning, execution, cost control, schedule, and quality delivery.
- Manage interfaces across workstreams and concurrent projects within the facility.
- Identify and mitigate project risks, while driving opportunities for efficiency and synergy.
- Lead stakeholder management, ensuring alignment on execution strategy.
- Monitor contractor performance and ensure timely decision-making across project teams.
- Establish and track KPIs to measure project performance.
- Ensure effective communication, stakeholder engagement, and change management plans.
- Manage permitting strategies and ensure timely approvals.
- Build and lead the Project Management Team, including EPCM contractor setup and resource mobilization.
- Collaborate with BOM and DRB on planning, funding, and risk management decisions.
- Oversee project delivery from front-end development through execution, commissioning, and handover to operations (including DGAME updates).
- Manage contracting and procurement strategies, including vendor selection, tendering, and award processes.
- Ensure compliance with Technical Authority (PCAP) and project assurance requirements.
- Establish effective project controls, reporting, and cost/schedule management systems.
- Manage EPCM contractors to ensure delivery of all engineering, construction, safety, QA/QC, commissioning, and reporting outputs.
- Ensure strong construction management and safety oversight, with active field engagement.
- Support startup, commissioning, training, and project closeout documentation.
- Collaborate closely with Operations, HSSE, Engineering, and Reliability teams to ensure successful project integration and asset readiness.
- Ensure compliance with DGAME and AIM-EDMS requirements for documentation and asset lifecycle management.
- Deliver project assurance activities, leveraging global engineering and project services support.
- Optimize contracting and procurement strategies to balance cost, flexibility, and performance.
- Ensure accurate capital reporting via PMR, aligned with broader organizational processes.

To succeed in this role, you should have:
- A university degree in Engineering
- Proven experience in leading construction and construction safety activities
- Over 5 years of project management experience within the oil and gas downstream sector or a similar small-scale, distributed asset environment. This includes experience in construction and contractor management, construction safety, budget and schedule control, consultant engagement, development of design basis, project execution planning, and use of project management IT systems
- Experience working in global and/or regional teams, with the ability to deliver through others
- Strong stakeholder management skills, with the ability to communicate effectively across all levels of the organization
- General knowledge of the Group’s HSSE Control Framework and the RDS AMS
