
CONSTRUCTION MANAGER - ROADWAY INFRASTRUCTURE
Job Description
Assists consultants and city agency officials with the development of roadway infrastructure, drainage, or other horizontal construction projects.
Issues work orders to professional services consultants, surveyors, contractors, and testing labs.
Verifies consultants’ invoices and contractor payment requisitions and recommends payment.
Reviews consultants’ plans and specifications at various stages of development for conformance to scope, design standards, completeness, and accuracy, and constructability.
Suggests changes, additions, and corrections.
Monitors and reviews consultants’ construction cost estimates and bid documents.
Schedules, attends, and documents meetings with consultants and city agency representatives.
Coordinates bid advertisements with the Department of Procurement, including providing project documentation, plans and specifications for bidders.
Schedules and assists in conducting pre-bid conferences, the evaluation of bids, and in making recommendations for contract award.
Facilitate in the coordination of signing contracts with contractors.
Schedules pre-construction meetings with consultants, contractors, and sub-contractors.
Originates “Notices to Proceed” to contractors and work orders to consultants and testing labs.
Conducts progress meetings with contractors. Maintains proper documentation of construction activities.
Conducts site visits to monitor construction progress. Ensures project meets milestones/goals and adheres to approved budgets and schedules.
Reviews and recommends approval of periodic requisitions, invoices, and supporting data from contractors, consultants, and testing labs.
Ensures consultants’ construction inspections are conducted as required, when applicable.
Reviews field inspection reports. Ensures contractor observes quality controls and safety policies.
Reviews and processes contract changes, time extensions, and claims.
Keeps records of contingency allowance and consultants’ payments.
Performs inspection of projects for substantial completion and prepares list of any deficiencies.
Prepares performance reports on contractors and consultants.
Arranges for correction of defects by contractor during warranty period.
Ensures project as-built plans and project related documentation is complete for project close-out.
Schedules and conducts site inspections at end of warranty period and assures correction of defects.
Maintains project administrative records and files.
Provides periodic updates to projects’ stakeholders.
Provides prompt customer service and complaint resolution to residents and businesses within project areas.
Performing related work as required.
Bachelor's degree in Engineering, Construction Management or a closely related field and four (4) years of experience in the construction management of roadway infrastructure, drainage, or other horizontal construction projects. A license in any of the following is highly desirable: State of Florida Professional Engineer, Miami-Dade County or State of Florida General Contractor's, Miami-Dade County or State of Florida General Building or Engineering Contractor. Must be able to work a permanent or rotating shift schedule to include nights, weekends, and holidays.
OR
An equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
SPECIAL REQUIREMENTS:
A valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
SPECIAL NOTE:
Employees in this classification will be required to work various shifts, to include nights, holidays, and weekends.

Proof of education in the form of Bachelor's degree in Engineering, Construction Management or a closely related field from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
- A valid Driver's License from any state (Equivalent to a State of Florida (Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment.
- Completion of a Professional Certificate Program, including those issued upon finishing training programs or coursework, are not accepted as standalone documentation for meeting the minimum educational requirement mentioned above. Applicants must submit proof of qualifying education, such as an accredited high school diploma or its equivalent, degree seeking credits, or college/university degree or transcripts explicitly outlined in this job announcement.
Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
- An accredited four-year college or university in the United States, OR
- A current member of theNational Association of Credential Evaluation Services (NACES), OR
- A current member of theAssociation of International Credential Evaluators (AICE), OR
- A recognized Professional Organization
