Job Description
The Quantity Surveying Manager is responsible for providing cost and commercial advisory support within the PDMC team, focusing on the evaluation of design decisions, technical proposals, and integration-driven changes across a complex infrastructure programme.
This role ensures that cost implications are fully understood and integrated into the design review and coordination process, supporting the delivery of an optimised, cost-effective and operationally viable asset in a highly regulated and interfaced environment.
Key Responsibilities
1. Cost Advisory on Design & Technical Decisions
Assess cost implications of:
- Design changes and engineering proposals
- Interface-driven modifications across contracts and disciplines
- System integration requirements and staging constraints
- Provide timely and accurate cost inputs to support design review processes and decision-making
2. Benchmarking & Option Evaluation
- Support benchmarking and comparative evaluation of alternative design, engineering and constructability solutions
- Analyse cost differences between various technical options, including those influenced by methodology, sequencing, and operational constraints
- Contribute to value engineering initiatives by identifying cost-efficient solutions without compromising safety, quality, or performance
3. Cost Optimisation & Value Engineering
- Assist in identifying cost-sensitive areas of design that may benefit from optimisation, rationalisation, or standardisation
- Highlight opportunities to improve cost efficiency across multidisciplinary packages, including civil, E&M and system-related works
- Ensure that cost optimisation recommendations align with overall design integration and long-term operational considerations
4. Integration with Design & Package Teams
- Work closely with Package Managers, Design Manager and Commercial Manager to understand the cost consequences of technical and coordination-related issues
- Support cross-package coordination by ensuring cost implications of interface decisions are visible and understood
- Contribute to integrated decision-making across design, engineering, and delivery teams
5. Support to Client Cost Decisions
- Support development of cost-informed recommendations for the Client, particularly on:
- Design changes and variations
- Technical departures and constructability proposals
- Interface and integration-related cost impacts
- Provide structured inputs to support client briefings and key decision-making forums
6. Risk & Cost Impact Assessment
- Identify and assess cost risks associated with:
- Design development and late-stage changes
- Complex interfaces between packages and systems
- Construction methodology and staging constraints
- Provide early warning on high-impact cost risks and recommend mitigation strategies
7. Reporting & Commercial Assurance
- Prepare and consolidate cost-related inputs for:
- Project reporting and dashboards
- Commercial reviews and risk registers
- Client submissions and briefings
- Ensure cost assessments are well-documented, traceable, and aligned with project governance requirements
Key Requirements
Qualifications & Experience
- Degree in Quantity Surveying, Commercial Management, or related discipline
- Professional membership (e.g. RICS or equivalent) preferred
- Minimum 12–15 years’ experience in cost management for large-scale infrastructure or major development projects
- Experience working in multi-contract, multidisciplinary environments with complex interfaces
Technical Competencies
- Strong understanding of cost planning, change management, and value engineering
- Experience assessing cost implications of design and engineering decisions
- Familiarity with projects involving complex staging, interface management, and system coordination
- Knowledge of Hong Kong contract practices and authority requirements preferred

- Ability to engage technical teams and translate engineering decisions into cost implications
