Job Summary

The Regulatory Specialist is responsible for ensuring company operations comply with all federal, state, and local regulations within the oil and gas industry. This role manages permitting, reporting, compliance and regulatory communications while supporting operational teams with regulatory guidance. The ideal candidate is detail oriented, highly organized, and experienced with the regulatory requirements governing exploration, production, and midstream operations associated with oil and gas development.

Key Responsibilities

  • Prepare, submit, and track required regulatory filings, including but not limited to ECMC/BLM APDs, BLM Well Completions Reports, ECMC Form 2As (oil and Gas Location Assessment), ECMC Form 5s (Drilling Completion Report), ECMC Form 5As (Completed Interval Report), ECMC Form 6s (Well Abandonment), ECMC Form 10s (Certificate of Clearance), ECMC Form 17s (Bradenhead Test), ECMC Form 21s (Mechanical Integrity Test), ECMC Form 26s (Source of Produced Water for Disposal), ECMC Form 44s (Flowline Reporting), ECMC Form 42s (Field Operations Notice), etc.
  • Ensure compliance with federal, state, and local regulations.
  • Maintain up to date knowledge of changes in regulations and communicate impacts to internal teams.
  • Organize and track Conditions of Approval (COAs) attached to agency approvals and effectively communicate to internal staff.
  • Manage the full lifecycle of permits including applications, renewals, amendments, and expirations.
  • Compile and maintain accurate records of agency submittals, approvals, and regulatory correspondence.
  • Ability to thoroughly review documentation to ensure regulatory compliance.
  • Provide guidance to internal teams regarding regulatory procedures and requirements.
  • Participate in meetings to identify regulatory requirements, risks, and ensure agency approval timelines align with operational schedules.
  • Act as a liaison for the company with federal, state, and local regulatory bodies.
  • Respond to regulatory inquiries, notices of violation, and compliance requests.
  • Foster positive, professional relationships with regulators, landowners, and internal departments.

Required Qualifications: 

  • Bachelor’s degree in Environmental Science, Petroleum Engineering, Energy Management, Regulatory Affairs, or related field (or equivalent experience).
  • 3+ years of regulatory or compliance experience in the oil & gas industry.
  • Working knowledge of regulatory bodies, permitting processes, and operational compliance requirements.
  • Strong organizational, planning, and analytical skills with emphasis in attention to detail.
  • Critical thinking skills with the ability to derive solutions independently or through collaborative channels.
  • Ability to manage multiple priorities at once and react quickly to changing priorities and project timelines.
  • Excellent interpersonal skills with the ability to work with staff at various levels throughout the company.
  • Proficiency in regulatory based software, databases, and Microsoft Office tools.
  • Excellent communication and organizational skills.

Preferred Qualifications:

  • Past experience with Colorado oil and gas regulations and  reporting systems
  • Understanding of oil and gas operations specifically related to drilling, completion, and production operations.
  • Experience collaborating with engineering, land, legal, and environmental teams.
  • Regulatory & technical expertise specific to oil and gas development.
  • Experience with and the ability to interpret regulatory language.
