
Senior Fiscal Manager
Job Description
Under the direction of the Director of Subrecipient Compliance, the Senior Fiscal Manager:
- Provides fiscal management to the following public health (Federal and City) grants, but not limited to:
- Ryan White Part A and MAI
- Ending the HIV Epidemic
- City of Boston Prevention grants
- Maintains the fiscal integrity of assigned federal and/or city funded programs such as, Ryan White Part A Program, Ryan White/DPH Dental Program, Ending the HIV Epidemic Program, and City of Boston Prevention grants.
In conjunction with the Director of Subrecipient Compliance, the Senior Fiscal Manager maintains program financial records including budgets, purchases, billing, and all grant related materials:
- Supervises and assists the budgeting and contracting process.
- Processes city funded agencies and grant funded subrecipients budget revisions.
- Monitors expenditures of subawards/subcontracts.
- Responsible for opening, approving, closing, and maintaining all purchase orders in ReQlogic for all subrecipient and agency funded programs.
- Works with IDB Fiscal Coordinators to create, track, and process contracts, budget revisions and invoices in a timely manner.
- Works with Procure to Pay office to ensure monthly invoices from subrecipients and funded agencies are reviewed, approved, and submitted for payment in a timely manner.
- Implements subrecipients and funded agencies fiscal monitoring practices based on the National Monitoring Standards and BPHC fiscal policies.
- Manages and ensures the thoroughness of all subrecipient site visits per the National Monitoring Standards.
- Presents grant and city fiscal compliance materials to grant awardee and city funded agencies at annual provider orientation.
- Provides ongoing guidance to subrecipients and city funded agencies to ensure allowable spending to federal and city funding.
- Responsible for managing the reconciliation process for funded programs.
- Maintains subrecipient records ensuring they are readily available for review and audit.
- Coordinates with BA and Director of Subrecipient Compliance to ensure accounting project and grant budgets are current, accurate, and properly maintained in the accounting system.
- In collaboration with the Director of Subrecipient Compliance, prepares all fiscal and administrative materials for federal grant application and for subrecipients/agencies grant proposals.
- Ensures satisfactory fiscal and administrative reporting to all funders.
- Prepares regular and periodic reports as needed by directors to review program activities and finances.
- Serves as liaison to Finance Office and Grants Office.
- Supervises Fiscal Coordinators.
- Trains new and current staff in fiscal processes and procedures.
- Works in a confidential capacity with the Director of Subrecipient Compliance.
- Operates independently.
- Provides backup coverage to the Director of Subrecipient Compliance for vacation coverage or assistance during high volume times.
- Performs other duties as required.
