POSITION GENERAL SUMMARY

Assist the Senior Manager in directing, implementing and managing all directives in operations within the framework of policies, objectives and budget by the top management.

 

ESSENTIAL POSITION FUNCTIONS

 

Main Roles & Responsibilities

1. Lead the Airport Operations Management Unit at MASB HQ

2. Manage and oversee MASB airports’ airside and landisde operations from policy owner standpoint at HQ level

3. Lead the development of commercial aspects of MASB and act as the key liaison on all policy and contractual matters related to MASB commercial and land development

4. Lead the formulation of airport budgeting especially on airports’ operating expenditure (OPEX) which covers every aspects of airports operation – airside & landside

5. Monitor the implementation of approved capital and operating budget for Operations Division

6. Work closely with Procurement Division to manage all centralise contract services matters especially on airports cleaning, grass-cutting, landscapping, garbage disposal and pest control.

7. Monitor and analyze the Daily Airport Status Report and coordinate with other divisions for actions.

8. Establish crisis management plans and protocols for the company in term of Airport Operations and work closely with relevant units/agencies (internal/external) in handling crisis and emergency at MASB Airports

Shared Responsibilities with Other Operations Unit

1. Lead the development of safety and security programme at all airports and act as the key liaison on policy matters related to Aviation Security and Airport Fire & Rescue Services

2. Lead the development of airport expansion and optimisation programme at all airports and act as the key liaison on policy matters related to Planning Development Safety & Standard

3. Recommend, establish and implement new Policies, Standard Operating Procedures, Guidelines, Unit Operating Instructions and Directives for managing Airport Operations.

4. Liaise with airlines, ground handlers asnd other airport communities on flight operations requirements as well as on other arising issues

5. Oversee Aerodrome Certification, Aerodrome Safety Management System and ensure airports comply to Standard and Recommended Practices ( SARPs ) according to ICAO and regulators' [Civil Aviation Authority Malaysia (CAAM), and Malaysian Aviation Commission(MAVCOM)] requirements.

6. Keep abreast of the aerodrome regulatory and international industry requirement, and determine, obtain and develop the appropriate procedure for implementation.

7. Lead an active role in materialising the company overall plan and objectives

  • Complying to DCA and ICAO requirements (SARPs)
  • Airlines requirement and demand to suit their flight operations.
  • Political factor/influences
  • Fluctuation of economic growth that affect passengers, aircraft and cargo movements.
  • To achieve Airport Operations objectives and plans with constraint budget and various limitations.
  • To liaise and coordinate with government agencies, politicians, airlines, passengers, airport users and airport agencies.
     

Skills

 

  • Detailed knowledge of ICAO standards and recommended practices is Mandatory i.e. Advance course qualification in aviation management
  • Possess wide understanding of related laws, statutes, regulations, and certification requirement governing the airport
  • Air traffic control knowledge, experience and license (preferably)/trained by the DCA
  • Vast experience in aviation industry
  • General knowledge in Aerodrome management
  • Experience in managing the airport

Relevant Industries

  • Degree with CGPA > 3.0 and minimum 5 years relevant experience 

Education

 

  • Degree in any discipline, preferably in Airport Operations Management
  • (Master degree would be an added advantage)
